    About us:

The Territories Division is responsible for ensuring effective infrastructure and services are delivered to Australia's external territories and the Jervis Bay Territory.

Within the Division, the Mainland Territories Branch has responsibility for the provision of local and state government-type services in the Jervis Bay Territory.

This includes a range of policy and program functions that ensure services are delivered to meet the needs of the Jervis Bay community both now and into the future.

The majority of the Jervis Bay Territory is owned by the Wreck Bay Aboriginal Community, and managed by Booderee National park.

Approximately 7 percent of the Territory is managed by the Department of Defence while the remaining 1 percent is managed by the Department

    The opportunity we have available:
The Department is seeking to fill a critical role leading the Jervis Bay Territory Operations team.

The Jervis Bay Territory Administration office, located in Jervis Bay Village, provides a range of government shop front services and oversees arrangements carried out through agreements with state/territory agencies, local government and commercial contractors.

The work environment is suited to individuals who thrive in a role focussed on building local partnerships with stakeholders and driving effective delivery of services.

The successful applicant will demonstrate leadership and judgement in solving complex problems, building and maintaining effective relationships, and delivering high quality outcomes for the community on behalf of the Minister and the Government.

In this role, you will be required to perform the following duties in accordance with the APS Values and Code of Conduct:

Manage a busy regional office responsible for a number of local government, contract management and operations-type functions to ensure the effective delivery of a range of services to the community living in the Jervis Bay Territory.

Provide strategic direction and leadership to the Operations team and its staff, including setting priorities and business plans, investing in staff capability and managing performance.

Oversee the measurement of service impacts and the management of provider performance to ensure that customer service standards are met.

Manage operational priorities for the JBT, including emergency management arrangements, utility and asset management, and land and property matters.

Build productive relationships, including developing opportunities for collaboration and co-operation with stakeholders within and outside the Department, with the goal of achieving improved outcomes for the Territory and its community.

Create effective partnerships with other jurisdictions, service providers and the community to understand and respond to local priorities and needs.

Oversee and inform the preparation of business cases, submissions, briefs and corporate reporting to meet organisational requirements.
    Who are we looking for?
To be successful in this role, we are seeking candidates who can:

Actively lead – setting a positive strategic direction for a team, building team capability, and solving problems with sound judgement.

Achieve results – with the ability to oversee contracts and finances, and ensure the delivery of services to provide quality outcomes for the community on time and on budget.

Communicate with influence – working with a range of stakeholders to listen, understand and adapt to different audiences, operate with authenticity and professionalism, and foster collaboration.

Act with integrity – make informed decisions, establish realistic goals and expectations, demonstrate respect and inclusiveness.

Build productive partnerships – establish trusted relationships across the department, with other jurisdictions and service providers, and with the community to understand issues and inform decisions.

Strong organisational skills – to manage competing priorities and establish efficiencies that deliver operational improvements.

Culturally competent – demonstrate an understanding of the issues affecting First Nations people and the ability to communicate sensitively and effectively.

Manage operational functions – including experience managing contracts, budgeting and financial management, corporate reporting and preparing well-written briefing to support the department.
