- Industry experience (national and/or international) in offshore engineering or geoscience.
- Excellent communication skills (written and verbal) as well as a proven ability to lead projects, as well as work effectively within a team environment.
- Experience in interpreting and applying legislation, ensuring regulatory compliance, and providing expert advice to decision makers.
- Experience in managing technical staff, team planning and strategic management.
- Petroleum-related engineering background; may include drilling, reservoir, production, and process engineering experience in support of offshore petroleum project development, with a focus on optimisation and maximising recovery.
- Broad experience across offshore field development planning in gas, oil, and LNG, both for greenfield and brownfield projects.
- Ability to review requirements from reservoir engineers and geologists, considering different development options, and screening for technical robustness, cost, schedule, etc.
- A good understanding of project screening, concept-select and front end engineering design (FEED) of facilities (upstream, midstream, and gas processing), and experience in feasibility and pre-FEED studies, including techno-economic analysis, international codes and standards, and process design guidelines.
- Experience in the preparation of field development and management plans, cost, and execution strategies, as well as experience in option-framing/identification, risk analysis, cost estimation and economic evaluation.
- Proficiency in establishing the suitability of existing technologies to optimise recovery operations and enable field life extension.
- Ability to identify and pursue opportunities to optimise utilisation or de-bottleneck existing assets, incorporating latest performance data, changes in development planning and schedules, and economic criteria.
- Experience in managing technical staff, team planning and strategic management.
- Broad experience in petroleum exploration and production activities, including quantitative seismic interpretation, prospect generation and reservoir mapping.
- A well-developed understanding of Australia's sedimentary basins, petroleum and greenhouse gas storage potential and hydrocarbon resources.
- Comfortable and proficient at handling extensive geological and/or engineering datasets, analysing, benchmarking, and interpreting complex data, in support of compliance monitoring and identifying optimisation opportunities.
- Experience in greenhouse gas storage evaluation would be beneficial.
- Hydrological experience would be beneficial.
- Some experience in petroleum exploration and production activities, including quantitative seismic interpretation, prospect generation and reservoir mapping.
- An understanding of Australia's sedimentary basins, petroleum and greenhouse gas storage potential and hydrocarbon resources.
- Comfortable and proficient at handling extensive geological and/or engineering datasets, analysing, benchmarking, and interpreting complex data, in support of compliance monitoring, trend analysis and in compiling reports.
- The ability to develop and maintain procedures and systems.
- Petroleum/GHG related geoscience or engineering background in support of offshore project development with a focus on data analysis, interpretation, and utilisation.
- Reservoir engineering or geoscience experience in Australian offshore fields would be an advantage.
- Experience in using, or building, petroleum and/or greenhouse gas-related databases, including systematic data gathering, quality control of information and setting up visualisation and/or monitoring tools.
- Comfortable and proficient at handling extensive geological and/or engineering datasets, analysing, benchmarking, and interpreting complex data, in support of compliance monitoring and identifying optimisation opportunities.
- The ability to develop and maintain standard operating procedures and processes.
- Assist the manager of the team to undertake strategic planning, reporting and staff management duties.
- Provide high quality, written advice on industry applications that relate to: exploration acreage (petroleum and greenhouse gas) and permits, development concepts, declarations of location and greenhouse gas storage formations, retention leases, production licences, pipeline licences and work programs.
- Assess discoveries, monitor the appraisal and commercialisation of pools, and review proposed plans for field development and production.
- Assess greenhouse gas storage formations.
- Provide expert advice regarding Australian offshore resource management matters, as well as existing challenges and opportunities facing the hydrocarbon industry.
- Communicate with titleholders and others on regulatory, petroleum, and greenhouse gas exploration and development matters.
- Engage with international regulators and scientific organisations.
- Assist in the development of external and internal guidance materials and provide technical advice on regulatory reform matters.

- Provide analytical insights to assist with identifying trends and anomalies, compliance reviews, and escalate matters for management review.

About NOPTA – the National Offshore Petroleum Titles Administrator
These positions are located within the technical teams of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar).
NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. NOPTA is the first point of contact for matters relating to offshore titles administration.
The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters.
Staff supporting the Registrar are located within NOPTA.
The opportunity
The offshore greenhouse gas (GHG) storage (or carbon capture and storage, CCS) industry is growing and is moving rapidly towards first injection. To ensure regulatory readiness for these projects, NOPTA has created the following positions to work on both GHG storage and petroleum technical advice, create new guidance, build databases and analyse data:
