    The opportunity we have available
    The Assurance, Integrity, Risk and Governance Branch lead's the department's pro-integrity culture to ensure it meets all relevant governance, risk management and assurance requirements including supporting Executive committees, overseeing the Risk Management Policy and Framework and Integrity Strategy, administering the department's disaster preparedness arrangements, undertaking fraud investigations, managing the internal audit program and providing audit liaison services to the department.

    The Branch also manages the department's Performance Reporting Framework and supports the department to meet its performance reporting obligations. The Branch works directly with performance measure owners to ensure measures meet legislative requirements and provide a complete performance picture for the department; as well as overseeing the production of the Corporate Plan and Annual Report.

    Being part of the Branch provides a unique opportunity to gain an overall view of the department's broad scope of policy, program and regulatory activities.

    This is an opportunity for people who are keen to work in a fast paced, dynamic team, get an aerial view of everything the department is responsible for, and gain an in depth understanding of the department's planning, reporting and compliance obligations as a non-corporate Commonwealth entity under the Public Governance, Performance and Accountability Act (PGPA) 2013, The PGPA Rule 2014, and subsequent Resource Management Guides.

    We are looking for talented, professional and enthusiastic individuals to fill a number of positions.

    We have positions available in the Assurance Section, Integrity Projects Section, Risk Section, Governance Section and the Performance and Corporate Reporting Section at the APS 5 and APS 6 level.

    We are looking for a diverse range of skills and experience in related functions and/or program, policy and program functions. We are seeking individuals who are willing to learn and develop skills in audit, governance, risk, performance reporting, integrity and governance secretariat services. We will provide on the job training and professional development.

    These opportunities would build on experience in related roles or expertise from program, policy and regulatory roles and allow you to contribute to the department's objectives and values. The skills and experience gained from working in the branch are highly transferable, either to build a career in the governance, assurance and risk fields or to broaden your experience for other roles across the APS.

    A merit pool may be established for a period of 18 months from the date of this advertisement as a result of the selection process.

    What will you do?
    Assurance

    • Supporting the department's internal audit function, including liaising with divisions across the department and audit providers and reviewing draft work plans and reports.
    • Procurement and contract management of internal audit services arrangements.
    • Providing secretariat services for the department's Audit and Risk Committee.
    • Supporting the department's liaison with external audit and monitoring and reporting on the implementation of audit and parliamentary committee recommendations.
    • Identifying and sharing lessons learned from audits and assurance reviews.

    Integrity Projects

    • Delivering a program of actions to bring the department's Integrity Strategy to life, including raising awareness and capability building activities.
    • Ensuring the department's disaster preparedness and business continuity arrangements are in place and fit for purpose.
    • Undertaking work to ensure the department's compliance with the Commonwealth Child Safe Framework.

    Governance

    • Providing Secretariat support to departmental governance committees
    • Coordination activities and providing advice on business planning, client service and Board appointments.

    Performance and Corporate Reporting

    • Assisting with the development of the department's annual corporate reporting requirements, including the Corporate Plan and Annual Report.
    • Developing and implementing the department's Performance Framework to enhance organisational capability through the provision of advice, facilitation of workshops, and the development of processes, tools and guidance.
    • Undertaking work related to the department's performance reporting in a fast-paced environment with changing priorities.

    APS 6 officers would also support and mentor junior staff, as required.

    • Engaging effectively with stakeholders and colleagues and a demonstrated ability to build productive relationships with internal and external stakeholders.
    • Always acting with high levels of integrity and professionalism in accordance with APS values and ethical standards.

    Eligibility requirements

    Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:

    Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts applicants must be an Australian citizen.

    Health Assessment: The preferred applicant may be required to undergo a medical examination conducted by the department's preferred medical provider.

    Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
