    National Emergency Management Agency:

    National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Australian Government authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.

    NEMA works closely with local communities as well as state and territory governments to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
  • Work with communities, industry and non-government organisations by connecting local Coordination and Planning Officers and other NEMA staff throughout Australia, to share lessons learnt, provide awareness on navigating Government services, and gain community and industry-led ideas and concepts to inform strategic policy and planning;
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
  • Provide 24/7 all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.
  • Overview of the Branch and Section:

    The Crisis Analysis and Planning Section conducts analysis and planning ahead of, and in response to, domestic and international all hazards crises affecting Australia or Australian interests. The Section:

  • manages the activation of national crisis plans and requests for Commonwealth non-financial assistance;
  • supports crisis planning by providing all hazard predictive, impact and consequence analysis for domestic and international crises affecting Australia or Australian interests;
  • forms the Crisis Coordination Teams (CCT);
  • identifies and sources information to support the National Situation Room.
  • The Section engages broadly across Government, with the states and territories, and with capability owners that provide federal and jurisdictional assistance for domestic and offshore crises.

    The Section sits within the National Crisis Operations Branch (NCOB), which is responsible for a wide range of other intelligence analysis functions, including 24/7 situational awareness and open source interrogation and reporting. NCOB provides awareness of unfolding and potential situations, prediction of potential community impacts and consequence assessment for crisis that are emerging or underway to provide decision support.

    These functions support the NEMA Crisis Coordination Teams to prepare for and respond to, nationally-significant events through the activation of National Plans and coordination of Australian Government non-financial assistance. The Australian Government National Situation Room sits with the Branch.

    About the role:

    The Assistant Director Intelligence Analyst, within the Crisis Analysis and Planning Section, operates under limited direction to oversee the prioritisation, allocation of resources and development of the analysis capability and a range of intelligence products.

    In a dynamic and rapidly evolving environment, the Assistant Director ensures the delivery of high quality advice and analysis that is trusted and valued. The Assistant Director works in close collaboration with others to develop a range of intelligence products that inform and support decision making and planning actions. This includes working closely with other professionals, jurisdictions, stakeholders and partner agencies to ensure analysis and products meets the strategic and operational needs of NEMA and its stakeholders.

    At times, staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.

    Our ideal candidate:

    The successful candidate will be a positive leader who is a self-starter. They will be driven to improve the Branch's analytical capabilities and will work closely and collaborate with stakeholders and across teams to successfully to achieve this. They will be an experienced intelligence officer with exceptional attention to detail and sound judgement. With experience leading teams, the successful candidate will also be skilled in providing high level advice and briefings, including preparing Ministerial briefings.

    As we are in the higher risk weather season, the candidate will have the opportunity to nominate to be part of the Crisis Coordination Team to support state and territory or international requests for assistance, and to increase their knowledge and experience in emergency management.

    Specific duties/responsibilities:

  • Demonstrate leadership in highly stressful and complex environments to achieve strategic priorities
  • Maintain relationships with external stakeholders to ensure NEMA operational outcomes
  • Enhance the analytical capability within NEMA
  • Conduct frequent reviews of information and methods of analysis to enable the relevant, accurate and timely methods of information gathering
  • Support the Crisis Appreciation and Strategic Planning (CASP) process
  • Engage with internal stakeholders to develop high quality analysis products, ensuring integration with existing products, including the National Joint Common Operating Picture (NJCOP)
  • Demonstrate sound decision making and judgement to provide high level advice and briefings, including preparing Ministerial briefings and provide capability advice
  • Lead a small team working under shift arrangements, including maintaining and managing the staffing roster
  • Participate in and/or lead Crisis Coordination Team activities, as required.
  • Role requirements/qualifications:

  • The candidate must have highly-developed oral and written communication skills including ability to liaise confidently with stakeholders and provide high level advice and briefings
  • The candidate must have relevant analysis or assessment experience
  • The candidate must demonstrate sound decision making and judgement
  • Must hold, or have the ability to gain, an NV1 security clearance, and satisfy AFP building access requirements.
