This is your opportunity to be part of an agile and engaged team who will support the development of innovative procurement models for delivery of Major Projects.
The Major Projects Pre-Contracts Specialist will partner closely with the Major Projects Pre-Contracts Manager and other key business stakeholders to support the development, deployment and management of procurement and delivery strategies for Major Projects.

You will also be involved in managing high-value, complex procurement transactions that ensure value for money and deliver best practice in large infrastructure procurement.


You will:
Provide support around Strategy Development for Major Projects, including:

  • Liaison with multiple stakeholders
  • Supporting the multicriteria assessment process for an optimal way to package and deliver Major Projects
  • Selecting the appropriate commercial approach
  • Supporting the management of procurement risk workshops

Provide support around Transaction Management activities including:

  • Supporting the management of the end-to-end transaction process including Expression of Interest, Request for Tender and Early Contract Involvement and lead evaluation, negotiation of commercial and contractual terms, contract formulation and award.
  • Establishing contracts in Ariba for business use, establish Contract Workspace and SPM workspace and develop with the business a contract handover plan.
  • Where required, lead the establishment of oneoff contracts and commercial arrangements.
  • Partner with the business to understand and clearly communicate Sydney Water's vision and expected outcomes for each contract and/or internal business function.
  • Provide guidance and instruction to the business on procurement and transaction process for Major Projects
  • Manage strict probity measures in all Major Project procurement activities across the lifecycle.

About you

Sydney Water's Major Projects Procurement team works in a very dynamic environment.

The team engages with multiple internal and external stakeholders on a daily basis, so excellent communication skills and a consultative attitude are a must.

You are proactive and always willing to learn. You have exceptional problem-solving skills and are able to find appropriate solutions when faced with incomplete or ambiguous information.

To be successful in this role you will be comfortable working independently in a pressured environment to tight deadlines.


You will have:

  • Relevant degree qualification (e.g., Business, Construction, Law, Engineering) or experience deemed equivalent
  • Professional Project Management/ MRICS/ Procurement qualifications desirable
  • 5+ years' experience in construction and infrastructure projects in a large complex organisation, preferably in a similar organisation or industry sector and /or in management consulting
  • An understanding of construction procurement, delivery models and NSW tendering and transaction requirements
  • The ability to partner closely with the business while maintaining a degree of functional independence
  • Possesses significant knowledge of infrastructure and construction industry players, emerging trends and competitive strategies
  • Knowledge of procurement and Procurement systems (preferably SAP Ariba)
