The Office of the Commissioner for Body Corporate and Community Management (the BCCM office) has a legislated role to provide dispute resolution and information services for Queensland's community titles sector under the Body Corporate and Community Management Act 1997 and the Group Titles Act 1980 (the Acts).

The information and dispute resolution services support the self-management of community titles schemes under the Acts.

In most cases, the dispute resolution service comprises mandatory, departmentally guided conciliation, followed by adjudication if required. Adjudication orders are legally enforceable and appealable.

The information service provides information and education to members of the public who live, work or invest in community titles schemes in Queensland, via its telephone call-back service, in writing, through public seminars/webinars, the website and various stakeholder publications.


This is a dynamic and diverse sector, underpinning the construction, real estate and tourism sectors and comprising apartments, townhouses, villas, duplexes, holiday accommodation, hotels and commercial lots.

There has been substantial growth in the community tiles sector over the past five years with over 51,000 community tittles schemes and over 500,000 individual lots.


Key responsibilities:


  • Lead, supervise and manage staff, promoting their ongoing professional development and effective performance through mentoring and coaching.
  • Identify business risks and develop and implement appropriate treatment strategies.
  • Collect relevant data, evaluate objectives and prepare timely reports to executive management on the delivery of outputs and performance measures.
  • Monitor, analyse and challenge existing systems, practices and procedures and implement solutions which are progressive and appropriately support the team performance and the strategic direction of the BCCM office.
  • Work collaboratively and collegiately with directors, other managers, and team leaders.
  • Assist the Executive Manager and Commissioner to implement projects in relation to the administration of legislation administered by the BCCM office.
  • Monitor and address team performance to ensure operational effectiveness, best practices and efficiencies are maintained.
  • Ensure compliance with recordkeeping and quality assurance standards and take appropriate action when required to mitigate risk and issues including, tracking and reporting on risks, deliverables, internal controls and governance practices.
  • Contribute to the divisional leadership team to achieve strategic and business plan objectives and goals.
