The Office of the Commissioner for Body Corporate and Community Management (the BCCM office) has a legislated role to provide dispute resolution and information services for Queensland's community titles sector under the Body Corporate and Community Management Act 1997 (the Act).

The information and dispute resolution services support the self-management of community titles schemes under the Act.

This is a dynamic and diverse sector, underpinning the construction, real estate and tourism sectors and comprising apartments, townhouses, villas, duplexes, holiday accommodation, hotels and commercial lots.

There has been substantial growth in the community tiles sector over the past five years with close to 60,000 community tittles schemes in Queensland and over 500,000 individual lots.

The BCCM office provides accessible dispute resolution services, with a focus on informal, self-resolution. In most cases, the dispute resolution service comprises mandatory, departmentally guided conciliation, followed by adjudication if required. Adjudication orders are both legally enforceable and appealable. The information service provides information and education to members of the public who live, work or invest in community titles schemes in Queensland, via its telephone call-back service, in writing, through public seminars/webinars, the website and various stakeholder publications

Key Responsibilities

  • Undertake evidencebased decision making in accordance with the BCCM Act.
  • Provide information to parties about dispute resolution processes under the BCCM Act and regulations to ensure compliance with legislative requirements.
  • Facilitate department conciliation to assist parties to resolve disputes without recourse to adjudication in a high volume legislative based environment where required.
  • Ensure the conciliation process is procedurally fair and meets legislative requirements.
  • Work autonomously, while also supporting other team members, and actively seek feedback about your performance from supervisors and colleagues.
  • Undertake designated functions in accordance with the Public Sector Ethics Act 1994, the Information Privacy Act 2009, the Right to Information Act 2009 and wider DJAG policies and procedures.
Applications will remain current for 12 months.
