The Department of Government Services was established in 2023 to improve the experience for Victorian's doing business and interacting with the government.


Department of Government Services brings together Digital Victoria, Service Victoria, Local Government Victoria, Consumer Affairs Victoria, the grant program centre and consolidates procurement policy, and whole of Victorian government telecommunications policy as well as the Working With Children Checks and Births, Deaths and Marriages.

Oversight of Cenitex and the Public Record Office Victoria also transfers to DGS.

We are Victoria's consumer affairs regulator, operating within the national consumer protection framework. Our vision is a fair and competitive marketplace in Victoria. CAV regulates over 30 different Acts and their associated Regulations.


About the role


We have an opportunity for an individual to join us as Program Manager, Second-hand Motor Vehicle Program on a fixed term basis until November 2025.


Reporting to the General Manager, Performance & Outcomes, the role of Program Manager, Second-hand Motor Vehicle Program is the lead role in a national program of work involving national and interstate regulators and other stakeholders.

The program of work aims to identify opportunities for improved regulation in the second-hand motor vehicle market.


This role will manage and oversee a national program of work being developed to better understand the regulatory landscape and engage in problem-solving to identify and explore opportunities for improved regulation of this space.


Key Accountabilities include:

  • Developing, implementing, and leading the national Secondhand Motor Vehicle Program of work, ensuring program and project deliverables are delivered on time, on budget and meet desired results, and that policies, processes and systems are in place to support delivery.
  • Sourcing and coordinating diverse and diffuse resources located across CAV, obtaining support and buyin as required, particularly from managers, for planning, execution and reporting purposes.
  • Providing strategic and highlevel authoritative advice to the General Manager Performance & Outcomes and Director Regulatory Services on related operational and strategic issues.
  • Strategically managing relationships with internal and external stakeholders, including building and maintaining professional working relationships.

About you


To be considered for the role, you must be able to demonstrate:1 Experience in managing program delivery to achieve specific outcomes.

2 Experience in translating strategic goals to operational actions and outcomes highly desirable.

3 Knowledge of, and or relevant experience in regulatory environment highly desirable.


4 Ability to assist in the planning and management for the involvement of national co-regulators and stakeholders in the delivery of Secondhand Motor Vehicle Program and projects to meet CAV and Government policy objectives.


5 Experience preparing and presenting detailed, comprehensive reports, Ministerial briefs, papers on complex policy and operational issues, and ad hoc reports and correspondence.

A relevant tertiary qualification is desirable but not essential.

This role may require regional travel, a current Victorian Driver Licence is desirable.
