The Role

The Regulatory Strategy Manager for CarbonNet will be responsible for leading aspects of the regulatory approvals strategy, including securing the required project infrastructure permits and licenses to ready the project for a Final Investment Decision.

The position develops and manages regulatory work programs to ensure that they are undertaken in an efficient manner and well-integrated across the whole project, including interfaces with storage, technical, and commercial aspects.

The position has the following key accountabilities but not limited to:

  • Working closely with the Permitting Director, develop and implement CarbonNet's strategic approach to navigating the regulatory framework for the project, including under untested greenhouse gas legislation.
  • Provide high quality advice on complex regulatory matters relating to the CarbonNet project, including policy and regulatory solutions, and emerging regulatory regimes for neighbouring industries (such as offshore wind).
  • Develop and manage regulatory work programs and ensure that they are undertaken in an efficient manner and wellintegrated across the whole of project, including interfaces with geoscience, technical, and commercial aspects.
  • Manage key stakeholder relationships, particularly with regulators, overlapping/adjacent tenement holders, government policy teams, and interfaces within the multidisciplinary team delivering the project.
The Team
The position of Regulatory Strategy Manager forms a part of the Invest Victoria branch in the Global Victoria group.

Invest Victoria is the Victorian Government's key economic development agency which is responsible for: setting investment strategy for the State and guiding its implementation; attracting and leading foreign direct investment opportunities; leading investment opportunities of state significance; providing information, support and facilitation services for investors; leveraging additional economic development benefits and investment outcomes from a range of government activities such as procurement; enhancing whole-of-government mechanisms (such as facilitation services and financial incentives); identifying and advising on areas to improve business investment environment; and managing and coordinating the State's investment pipeline.
