The Role

In the HR Strategy and Design function, the APS4 Establishment Officer operates with a focused scope, handling essential tasks under limited direction.

Responsible for tasks related to establishment, position management, and transactional duties in the integrated Defence workforce, their role involves interpreting legislative frameworks, policies, and procedures, conducting specialized research, and providing advice.

The officer manages their workflow, makes independent decisions, and collaborates within the team to contribute to ongoing self-improvement.


An APS4 Officer may engage in mentorship of others and be called on to provide training and feedback to others.

Their primary duties include addressing HR information system anomalies, processing proposals, updating data, and liaising with stakeholders.

The role emphasizes individual contribution and effective collaboration, reflecting the officer's key role in supporting the achievement of workforce objectives within a more streamlined and focused capacity.


About our Team
The APS Establishments team provides a comprehensive APS Establishment management, validation and data entry of all PMKeyS position transactions, complying with Defence Work Level Standards, DAPSSCO, Defence Establishment policies, APS Legislation, HR Delegations and PMKeyS business rules, by providing:

  • A single access point for APS Establishment Management and APS Position Transaction processing.
  • Consistency and accuracy from one single source of data being used across all Defence Groups and Services.
  • A single escalation point for resolution of APS establishment management issues equipped to support Defence's diverse requirements.
  • Quality assurance and governance framework to improve service delivery and efficiencies and support implementation of Defence strategic people initiatives.


Under Direction from approved delegates, the team creates, amends and disestablishes APS positions to assist units within the Department of Defence, Australian Signals Directorate & Australian Submarine Agency to pursue their strategies and meet their goals.
