The Department of Government Services was established in 2023 to improve the experience for Victorian's doing business and interacting with the government.


We are doing this by connecting and digitising our systems and platforms across state and local government, streamlining our corporate and procurement services and refocusing government policy and operations to make sure we are customer focused.


Department of Government Services brings together Digital Victoria, Service Victoria, Local Government Victoria, Consumer Affairs Victoria, the grant program centre and consolidates procurement policy, and whole of Victorian government telecommunications policy as well as the Working With Children Checks and Births, Deaths and Marriages.

Oversight of Cenitex and the Public Record Office Victoria also transfers to DGS.


DGS also brings together VPS accommodation management, grant administration platforms and administration, and the procurement of whole of government goods and services.

A new corporate shared service arrangement between DGS and central agencies (DPC and DTF) will deliver seamless and efficient services, while also driving VPS-wide corporate services reforms.

About the Role


CAV is looking for enthusiastic individuals that are keen to use their skills and aptitudes to positively contribute to operations within the Investigation Services Branch (ISB) of CAV, located at 121 Exhibition Street, Melbourne.

CAV is looking for dynamic, professional and experienced investigative Team Managers to join our team.


Working as a part of a dedicated team and reporting to the Operations Manager, the Team Manager will have a strong background and experience in leading investigation teams culminating in early interventions and /or enforcement outcomes (including overseeing and vetting briefs of evidence for legal proceedings in criminal, civil, and disciplinary matters) and using a range of risk-based compliance and enforcement tools and approaches.


Some of your duties may include:

  • Contribute to and lead the development and implementation of CAV's risk-based compliance and enforcement program and to Regulatory Services' pursuit of and evaluation against best practice compliance and enforcement approaches and standards.
  • Provide authoritative advice to senior levels of management and external stakeholders.

About You

  • Relevant knowledge of and/or demonstrated experience in legislative enforcement activities particularly in relation to consumer protection legislation and policies.
  • Demonstrated capacity to lead and develop a diverse team in a complex criminal and civil legislationbased environment.
  • Knowledge of, and experience in conducting and managing investigations within the criminal, civil and tribunal jurisdictions would be an advantage.
  • Understanding of the function and relevant legislation of Consumer Affairs Victoria would be an advantage.

Qualifications/Requirements

  • Certificate IV (Government Investigations) is mandatory.
  • Minimum five years previous investigative experience or enforcement experience.
  • A current Victorian Driver Licence.
  • Successful completion of Detective Training Course would be an advantage.
  • Certificate IV or Diploma of Management would be an advantage.
  • Tertiary qualifications in Commerce, Economics, Law, or other related fields would be an advantage.
