About the role:


The EL1 Contracts Manager is an important team leadership position within the Agency and will have delegated authority and responsibility to resolve issues and risks across wideranging activities of substantial depth involving significant detail.

The role requires providing leadership, control, planning, resource management, performance management and decision making for the Team Membership and assigned Contractors working within the work area.


The EL1 Procurement and Contracts will exercise a considerable degree of independence to engage in very complex problem solving and issues management within the Procurement functions.


Responsibilities may include but are not limited to:

  • Consult and collaborate with internal stakeholders and business areas, providing a combined education and business intelligence function to identify upcoming issues that require action, further advice, or forward planning.
  • Work collaboratively with Agency business areas as a procurement business partner, and managing a team to develop market approach documentation, evaluate tenders and negotiate contracts.
  • Lead and integrate approach to identifying procurement requirements early in the process, including supporting the planning activities within the wider team.
  • Ensure the Agency procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the Agency Procurement Policy.
  • Deliver support and advice in relation to compliance with the Commonwealth Grant Rules and Guidelines (CGRGs), the Agency Procurement Framework, and Agency policies and procedures.
  • Manage regular policy and process reviews for continuous business improvement in order to benefit the business clients and improving procurement business partnership.

MANDATORY

  • Experience working in a similar role under Australian rules and regulations
  • Previous Procurement experience, preferably in a Government Agency or Department
  • Excellent written and oral communication skills, and proficiency in the use of IT systems including Microsoft Office
  • Demonstrated commitment to ongoing professional development
  • Current Police Check, o ability to obtain one

Desirable skills to have for the role:

  • Delivering support and advice in relation to compliance with the Commonwealth Procurement Rules (CPR's)
  • SAP experience
