About the role:


  • The Client seeks assistance to provide capability management services to the Land Command, Control, Communications, and Computing (LC4) Program. The services will be provided as part of an integrated team within Army Headquarters to exercise Chief of Armys Capability Management accountabilities for the LC4 Program.
The LC4 Program is managed by the LC4 Directorate within the Systems and Integration Branch of Army Headquarters. The LC4 Directorate is transitioning to a programmatic multi-tranche approach.

This will achieve continuous and iterative delivery of capability, rather than traditional project structures and big bang acquisition typically characterised by high complexity, long schedules and large budgets.

This approach will provide the flexibility to address capability needs, maintain pace with technology and allies, and respond to emerging threats/opportunities.

The Capability Management Office (CMO) Support Team is responsible for LC4 program management, governance, strategy, procurement, finance, business intelligence.

LC4 seeks the services of a Level 3, Warfighting Networks & Applications (WNA) Analyst to fill one of these roles.


Role requirements:


  • The WNA Analyst supports the SO1 Capability Assessments and work within the team to provide a high level understanding and LC4 input into the WNA. This position, while located within LC4, would act as a SO1 Capability Assessments primary interface to the Joint WNA and WSO programs, at the working level. This position will support the articulation of Army/Land equities into programs while also providing information and requirements to the LC4. Initially the position would seek to understand the wider FIC requirements and plans of WNA and the impact of these on LC4 and its acquisition/sustainment activities. In this capacity, the WNA Analyst will work closely with LC4s SO1 Transition and Sustainments team to understand the management and LifeofType considerations of Lands Deployed Information Environment and Mission Partner Environment. This information will then be used to assess the needs and requirements of these systems and to evolve/merge these elements into WNA. This role will look across the LC4 program to identify gaps and opportunities to align LC4 program activities with WNA/WSO planning. This position is focused on the Land Force requirements of WNA/WSO and has a secondary requirement to seek broader input across S&I Branch to ensure the C2 requirements of the various programs are represented into WNA.

Key responsibilities:


  • Conducting stakeholder engagement to development requirements, and support the capability design of WNA tranches;
Support development requirements, and support the capability design of WNA tranches;
Continually identify, understand, and support the transition of DIE/MPE needs and requirements to WNA/WSO programs;
Analyse WNA/WSO programs progress against agreed milestones and Army/Land Force expectations and regularly highlight progress and risks to LC4 with recommended actions;
Preparing written briefs for senior committees including the Information Exchange Control Board, and Land Integration Board;
Participating in WNA and broader C4 working groups, and capability management boards;
Managing the WNA-Land risk register, which includes the transition plan from current systems and FIC to the future WNA capability;
Contribute to Land C4 Program deliverables, including the OCD, TEMP, Strategy, JCNS, and Program Management Plan; and input to the Land Domain Concept;
Supporting audits and other Program governance activities; and
Providing support, within discipline, to other functional areas in Land C4 Program.
