About the role:


Role Requirements:

Lead the development of the new COMSEC governance framework within the Joint C4 Branch of JCG.

Be the lead officer responsible for scheduling, managing and recording all governance matters for the High Frequency (HF) and COMSEC programs.

Maintaining a register of stakeholders with COMSEC equities and interests across Defence.
Liaison with projects across all of Defence regarding COMSEC equities.

Ensure Capability One is regularly reviewed and remains up to date (this includes all associated Capability One modules such as Force Interoperability Dependency Analysis System (FIDAS) and Catalogue of Defence Elements (CoDE).

Ensure the risk register for the programs are regularly reviewed and maintained.
Be the lead for organising committees, meetings and steering groups.

Ensure agendas, action items and minutes for governance meetings are maintained and distributed as directed by the Director for Joint Communications.

Proactively manage engagement with groups and services regarding their upcoming senior committee presentations regarding capability development.
Coordinate responses to committee requests in a timely manner (i.e. coordinating the drafting of Blue Briefs).


Required Skills/Qualifications:


  • Recognised expertise and extensive demonstrated experience (minimum 15 years) within Defence as a program manager with organisational governance management experience.
Experience with High Assurance Cryptographic Equipment (HACE) and commercial grade COMSEC capabilities, especially their use within Defence networks.
Experience in designing governance frameworks between internal and external organisations.
Experience is management and co-ordination of program boards, including minute taking.
High level organisational skills.

Experience working in the Defence environment, with a minimum previous 8 years of employment (contracted or otherwise) with the Department.

Ability to work closely with all COMSEC stakeholders which include CASG, the three Service Headquarters, Chief Information Officer Group (CIOG), Australian Signals Directorate (ASD) and Industry representatives.

Ability to be creative or innovative when circumstances demand that alternate options should be considered.

Ability to work under broad direction, be outcomes focussed and operate as part of a small integrated and matrix team.
