About the Section:


Small-scale Renewable Energy Scheme Operations is responsible for:

  • Auditing claims made for small-scale technology certificates (STCs).
  • Managing risks and relationships associated with the SRES.
  • Managing the Register of solar water heaters that are eligible for STCs. This includes defining both eligibility and the method to be used to calculate eligible STCs.
  • Managing the physical inspection of a statistically valid sample of PV systems to provide additional assurances about compliance and quality.
  • Client education and outreach activities to ensure regulatory partners are aware of their responsibilities and relevant trends in the market.
  • Implementing procedural and technical improvements for the SRES.
  • Managing, as required, inspection programs for the Department.
  • Assisting broader compliance, education and reporting activities across the agency.
  • Contributing to broader policy on energy are related topics.

Role responsibilities and duties:


APS4 regulatory officers will

  • Under direction, coordinate information for audits.
  • Under direction, manage the risk process, coordinate and conduct investigations and quality audits and report on findings
  • Assist in managing quality outputs for a team including the development of specialist, professional and/or technical expertise, conduct regular quality assurance checks for section processes, and manage identified risks
  • Contribute to the investigation of straightforward matters and under direction provide assistance to investigators on moderately complex matters
  • Undertake assessments and liaise with other internal or external stakeholders to complete assessments or make referrals
  • Advise scheme participants of their rights and obligations regarding schemes administered by CER.
  • Build rapport and maintain stakeholder relationships across the CER business
  • Provide administration assistance and delivery on specified tasks.

In addition to the above role responsibilities and duties, the APS5 regulatory officer may be required to

  • Manage contracts with external service providers for technical services.
  • Provide input for strategic planning, program and project management and/or policy development for the section
  • Provide input for the risk management process, strategic planning and decision making within the work area
  • Assist in supervising junior staff members.

Qualifications/experience:


We are after a wide range of skills and experience in the various roles to complement our already multidisciplinary team.

While it is not a requirement, it will be an advantage to have qualifications or an understanding of energy systems; environmental science; economics; carbon accounting frameworks; corporate sustainability reporting; policy; program; legislation or regulation; project or financial management; engineering; or data analytics.
