    Role Description


    The Program Assurance Officer works as part of the Program team and is responsible for ensuring the effective implementation of assurance activities.

    This includes drafting the assurance plan, managing assurance activities, conducting reviews, and maintaining accurate records.

    The Program Assurance Officer supports stakeholder engagement, prepares governance deliverables, and provides general support across the program. Essential criteria include demonstrated experience in a Program Assurance role, flexibility, and excellent communication skills. Familiarity with relevant tools and methodologies is desirable, as well as experience in high- risk/high-value sourcing.


    Deliverables The Program Assurance Officer works as part of the Program team and is one of several Program Officers supporting the Program and assisting the Program Director.

    Based on Program priorities, the Program Assurance Officer will undertake a range of assurance activities including:


    • Drafting the assurance plan for the Program. 2. Managing assurance activities and ensuring they are carried out effectively. 3. Conducting reviews and assessments to ensure compliance with program standards and
    processes. 4. Identifying and managing risks, issues, and dependencies related to program assurance. 5. Maintaining accurate records and documentation for the program's assurance activities. 6. Supporting stakeholder engagement and communication needs related to program

    assurance. 7. Assisting in the preparation of governance deliverables. 8. Providing general support across the program and workstreams on a range of ad-hoc

    assurance activities.

    In addition to the assurance responsibilities, the Program Assurance Officer also has the ability to take on additional tasks such as:

    Resourcing and Budget Management:

    The Program Assurance Officer can assist in resource allocation and management, ensuring that the program has the necessary resources to meet its objectives.

    This includes monitoring and tracking budget allocations, expenses, and financial performance.

    Governance and Reporting:

    The Program Assurance Officer can contribute to the establishment and maintenance of effective governance structures and processes within the program.

    This includes supporting the development of governance frameworks, policies, and procedures.

    Additionally, the officer can assist in the preparation of regular program reports, highlighting key achievements, risks, and issues to stakeholders.


    Drafting Program Documentation:
    The Program Assurance Officer can assist in the drafting and maintenance of program documentation. This includes developing and updating program plans, policies, procedures, and other relevant documentation. The officer ensures that all program documentation is accurate, up-to-date, and aligned with program objectives and standards.

    Selection Criteria (Required skills and experience)


    Essential criteria:

    • Demonstrated experience working in a Program Assurance role or Program Office with a focus on assurance activities.
    • Demonstrated ability to work flexibly and respond to changing priorities while producing well-written and accurate work within deadlines.
    • Commonwealth Procurement experience working in a Program undertaking high-risk/high- value sourcing activities.
    • A good team member with excellent interpersonal and communication skills.

    Desirable:

    • Demonstrated experience using Word, Excel, PowerPoint, MS Planner and SharePoint 2. Familiarity with PRINCE2, MSP, and Agile methods. 3. Experience working in a Program undertaking high-risk/high-value sourcing.
    Key Performance Indicators

    Performance will be measured against the Deliverables.

    Documentation The following reporting will be required throughout the duration of the engagement:


    • Weekly timesheet completion,
    • Weekly status reports; and
    • Ad hoc reporting (as requested).
    Referee Requirements

    Candidates must provide a minimum of 2 referees.

    Referee checks will only be performed for candidates shortlisted for interview.


    Location Candidates MUST be located in Canberra, ACT and available to work a minimum of 3 days per week from the office located in Woden, ACT.

    Fee Structure For engagements under this Panel, resources are to be quoted based on Hourly rates excluding GST and quoted in either half or full dollars on the template provided

    Fees quoted should be commensurate with the skills and experience of the resource offered.

    Period of Engagement

    Up to 12 months contract with possible option for up to 24 months extension.

    Security clearance

    A BASELINE security clearance (minimum) is an essential requirement for all positions in the

    Department's IT Division.

    All individuals must already hold, or otherwise obtain, a BASELINE security clearance (minimum)

    before they can be employed or engaged by the Department and prior to the provision of any ICT

    access by the Department to an individual. An individual cannot be employed or engaged by the

    Department, or granted any ICT access, unless they hold a BASELINE security clearance (minimum).

    All individuals must have their security clearance formally recognised by the Department before

    they can be employed or engaged by the Department, or granted any ICT access.

    Continuing employment or engagement by the Department is strictly contingent on maintaining a

    BASELINE security clearance (minimum). Failing to maintain a BASELINE security clearance

    (minimum) may result in an individual's employment or engagement being terminated by the

    Department with or without notice.

    All security clearance holders employed or engaged by the Department are required to complete

    security awareness training on commencement and comply with the Department's Protective

    Security Policy Framework throughout their employment or engagement. Some requirements also

    continue after cessation, including the protection of Australian Government information and data

    access or acquired during an individual's employment or engagement by the Department.

    The cost of obtaining a security clearance will be borne by the Supplier.

    The Department will use the Australian Government Security Vetting Agency for security vetting

    purposes. The Supplier and all individuals must provide the Department with all relevant

    information to assist with the security vetting process and the recognition by the Department of

    their security clearance. If an individual refuses or fails to obtain a security clearance, their

    employment or engagement may be terminated by the Department with or without notice.

    The Supplier and all individuals must notify the Department promptly and in writing of any change

    in circumstances that are likely to affect the Department's assessment of an individual's suitability

    to hold a security clearance. Reportable changes that may affect an individuals' suitability can be

    Other Requirements

    Prior to any engagement, candidates will have to provide evidence of:


    • police check (not older than 6 months),
    • non-disclosure agreement (signed), and
    • Conflict of Interest (signed)
    • Ethical Walls Deed Poll (signed)
    • Citizenship certificate - if born overseas

    Option B (Agency Ownership of and licence to Intellectual Property Rights in Contract Material) is to apply


    Liability Cap Liability cap will be equal to the total Work Order value (including any change orders) GST inclusive in aggregate.
