The role


The role of the Group Manager Planning and Regulation is to develop and lead corporate planning, and regulatory processes, including delivery of South East Waters corporate plans and pricing strategies.


We are looking for a passionate individual to manage the planning and regulation branch within South East Water, and lead a small team of multi-disciplined people, responsible for the development and delivery of strategic planning and pricing strategies.

This will include managing and supporting South East Water's pricing proposals to the Essential Services Commission, Corporate Plans to Government, and the strategic framework that sets the long term direction of the business and influence the future direction of policy for the Victorian water sector.

You will be responsible for, but not limited to the following:

  • Leading and supporting our water pricing submission proposals and our strategic planning processes, particularly in relation to the development of the Corporate Plan
  • Leading the development of our strategic framework with board, executive and senior leadership team
  • Ensuring that SEW's compliance and reporting obligations under the regulatory framework are met
  • Lead the reporting against key performance measures to ensure delivery of customer outcomes and regulatory requirement
  • Management of South East Water's key stakeholder relationship with the Essential Services Commission and Victorian Government to influence South East Water's preferred position on pricing strategies, strategic planning and reporting as well as economic and industry policy reform issues
  • Maintaining and leveraging key industry relationships with Yarra Valley Water, Greater Western Water and Melbourne Water
  • Lead continuous improvement of South East Water's financial revenue and revenue requirement processes
  • Review tariff structures and develop alternative tariffs options to better meet customer expectations under a digital metering environment
  • Developing and leading a collaborative team that works across the business

Who are you?

  • A background in regulatory economics, and skills in economic/financial analysis, modelling, report writing, and project management.
  • A deep understanding of key regulatory concepts that impact on the delivery of essential services.
  • 8+ years relevant professional experience.
  • Direct experience of leading strategic and/or regulatory teams or projects within a relevant regulated infrastructure sectors.
  • You will have a strategic mindset and possess a strong relationship orientation.
