About the Organisation

Our client is seeking the services of an individual with experience in change management, and business planning to develop change management and communication materials to ensure the department is well prepared for key internal stakeholders to successfully and confidently adopt improved processes for integrated business planning.

This position will report to the Director, Governance, Planning and Performance.

Flexible and remote working arrangements can be accommodated, although physical presence at One Canberra Avenue, Forrest ACT may be required from time to time for specific deliverables.


The duties of the position include:

  • Development of internal communications and change management materials to assist the Agency as it transitions to phase 3 of building maturity in integrated business planning. Products may include but are not limited to news articles, SES talking points, checklists and reference guides written in plain English etc.
  • Provide recommendations / strategies for addressing current communications concerns and ensuring key stakeholders understand their role in planning and reporting processes and driving continuous improvement in performance measure design and monitoring, and feel confident to contribute to ongoing reform.
  • Stocktake, gap analysis and intranet content redevelopment on integrated business planning process and artefacts so it is easily found and understood.
  • Timeline/roadmap for change management activities to support successful adoption of revised processes and overall strategic goal of building maturity in integrated business planning.
  • Communications / change management matrix, including:
  • Target groups
  • Recommended channels/mediums
  • Frequency of delivery
  • Types of messaging for each identified target group.
  • Support for SES Forums aligned to integrated business planning and the development of the Agency's Corporate Plan and Divisional Operational Plans.
  • Broader support for the Communications and Engagement team as required and as capacity dictates (this may include media, comms strategy development etc).
An existing

BASELINE security clearance is required.


Proposed Personnel should have the following skills and experience:

  • A proven track record as an experienced change management / communications all-rounder with experience in business planning, strategy and/or monitoring/evaluation (varied examples must be submitted as part of the response);
  • The ability to work effectively with senior stakeholders;
  • Exceptional writing skills, and experience communicating with clarity;
  • Strong stakeholder management skills including the ability to influence others, and an ability to work with significant autonomy as part of a small team.
