Position Profile

The Compliance and Reporting (C&R) Officer supports the Contract Management and Procurement Directorate's vision for delivering excellence in contract, procurement and advisory services by undertaking procurement and contract management legislation and policy assurance reviews and audits.

The role contributes to the implementation of procurement, contract management and purchasing reporting, practices and guidelines for the organisation.


Qualifications and Experience

  • Demonstrated knowledge of procurement, contract management and purchasing including policy, governance and practice within a government or similar environment.
  • Proven conceptual, analytical and problemsolving skills, with the demonstrated ability to provide expert advice on all categories of procurement, purchasing and contract management activities.
  • Welldeveloped written, oral and interpersonal communication skills, with the ability to liaise, negotiate and influence internal and external stakeholders.
  • Demonstrated experience in the coordination of a range of projects, including the ability to plan, prioritise, make decisions, meet deadlines and manage issues.
  • Welldeveloped computing skills including demonstrated experience with high level word processing, spreadsheets and information systems including the use of MSOffice 365 and good knowledge of their advanced capabilities.

Brief Summary of Duties

  • Monitors, reviews and audits the client's goods, services and works procurement practices to ensure compliance with current procurement legislation and relevant procurement rules and frameworks; including community services.
  • Monitors compliance with the requirements of the Procurement and Document Management System (PDMS).
  • Engages with key stakeholders to provide comprehensive advice relating to the progress of procurement and contract management activity.
  • Prepares and delivers comprehensive recommendations to improve procurement practices based on evidence collected during the monitoring process.
  • Monitors and assesses trends in procurement practice and capabilities and recommends solutions to ensure compliance and best practice is followed.
  • Develops the annual internal procurement audit in consultation with internal auditors, to ensure compliance with relevant procurement legislation and relevant procurement rules and frameworks.
  • Creates and prepares regular reporting and ad hoc reports as required procurement legislation and relevant procurement rules and frameworks and internal reporting requirements.
  • Liaises with colleagues and other stakeholders to ensure the availability and quality of source data for the preparation of reports
  • Drafts and prepares ministerial responses and other correspondence as required.
  • Actively contributes to the review and continuous improvement of procurement processes, procedures and guidelines.
  • Attends to queries from stakeholders via various communication channels in a prompt and efficient manner.
  • Provides specialist advice and support on a broad range of procurement, contract management and purchasing activities to ensure compliance and best practice is followed.
