This role offers an initial 19-month contract opportunity, with the potential for 2x 12 month extensions.

About the role:


  • The Work Package Analyst is primarily required to support Project Managers by translating Systems Engineer developed work packages into cost estimates required for business cases or spendprofiles.

Within the Land C4 Program this includes:
Capability Development.

Leading the development of cost estimates for LC4 project and program submissions, including work packages and preview Test and Evaluation proposals.

This includes cost estimation of ICT systems and related activities:
inclusive of software, hardware, licencing, support, and enabling functions required to achieve the activities outcome. This is expected to include up to ACAT I Projects.

Providing final and accurate cost data for entry into cost estimation software, and cost modelling tools required for central agencies review and government approval (the Analyst will not be directly responsible for the upkeep of the cost model itself).

This is the primary tasking area of the Cost Analyst.
Capability Assessments.

Supporting the review of proposed user-led or industry initiated initiatives by providing cost estimation (P50) to support initial feasibility assessments; followed by generating (approx.) P80 cost estimates to support business case development of successful proposals.

This is expected to be in the order of $5M-20M value. This is the secondary tasking area of the Cost Analyst.
Capability Sustainment. Supporting options-analysis of in-service capability gap remediation and sustainment.

This is through reviewing and validating cost estimation data from delivery groups, as well as providing early ROM forward estimates of the expected funding requirements in-year, and in outer-years to achieve the capability impact.

The analyst may be called on to support life of type reviews, and the budget-estimates / additional-estimates cycle.
Capability Management. Costing support to support forecasting of activities, and in-year Directorate level financial management. This is expected to be an on-occurrence, and low demand requirement.

Support translation of user/industry proposals, and project work package development by providing cost estimation of ICT hardware, software, licencing and enabling systems to achieve P50-P80 (at times P95 may be required) cost data.

This includes assessment of financial risk, inherent risk in the proposal, and justification for contingency.

Support the generation of business cases and project proposals by providing cost fidelity, including data entry that will be reviewed by external organisations and presented to high-level decision makers.

Work with, and support the business management (finance) team by providing budget management forecasting activities; such as Budget Estimates and Additional Estimates, and other in-year budget and expenditure reporting as required.

Provide cost fidelity and structured data for entry into cost models required for government consideration.

Support Tranche project managers achieve expenditure and actuals reporting; and prepare monthly cost summaries for program governance forums including IPMT, and Capability Management Boards.

Conduct cross-project and cross-group collaboration to generate synchronised cost models that address dependency and interface risks; such as software and hardware integration, commercial services, shared services.

Support audits and other Program governance activities.
Provide support, within discipline, to other functional areas in Land C4 Program.


Skills & experience:


  • Proven experience in project (work package) cost model development.
Previous experience in Defence financial management positions.
Degree in relevant field.
Experience with the Capability Lifecycle
Experience providing security input and guidance to Defence projects at various points of the Capability Lifecycle
Excellent knowledge of MS Office, databases and information systems
Knowledge or experience working in the Defence Capability Lifecycle process, governance structures, and committee processes.
Additional qualifications or practical experience outside of their immediate field of expertise.
