The Project


La Trobe University (LTU) has selected Plenary as its preferred master development partner to help realise its $5 billion University City of the Future project, transforming its 235-hectare Bundoora campus.


The University City of the Future will reimagine the campus experience and include a dynamic research and innovation precinct, world-class sporting and sports research facilities, a major health and wellbeing hub and exciting new commercial, retail and residential developments.

The University City of the Future will ultimately set LTU on a path of renewal, delivering revenue, social and economic growth for the University and wider community


It will:
- create economic and social growth in Melbourne's north - including education facilities for over 40,000 students, more than 20,000 new jobs and 3,000 construction jobs per annum, and $3.5 billion gross regional product over 10 years;
- be a key anchor of the La Trobe National Employment and Innovation Cluster (NEIC), supporting the creation of long-term jobs and driving economic growth and innovation;
- turn the campus 'inside out' by welcoming the community and industry to transform the campus into a place to live, learn, socialise and stay healthy;
- provide a platform for lifelong learning, study, research, development, innovation and sharing ideas across all LTU campuses;
- build on LTU's expertise in health and wellbeing, agriculture, food and environment, and digital technology and transformation by attracting new partners and enabling opportunities for research investment and collaboration; and
- integrate LTU with surrounding communities, and be an inspirational place where students, academics, industry, government, community, partners and entrepreneurs can collaborate and solve real world problems.


The Position

The purpose of the role is to:

  • Assist the Senior Development Manager and Development Director to:
  • Establish and manage general project reporting and governance activities, including Project Control Group preparation, coordination and management, commercial and budget reporting, program reporting, appointment and management of consultants, general delivery administration and other developmentrelated tasks;
  • Coordinate Plenary's preparation of the Business Plan required under the Strategic Partnering Agreement between La Trobe University and Plenary (SPA). The Business Plan requires the completion of a masterplan of the 235ha Bundoora campus, commercial strategy, financial modelling of infrastructure delivery, individual development opportunities, forecast returns to LTU and Plenary, program, and resourcing; and
  • With the support of a modelling / financial analyst, establish and coordinate the overarching project financial model for the University City of the Future, coordinating and monitoring market assumptions, development forecasts, individual development feasibilities and forecast returns across stakeholders;
  • As the project transitions, support the Senior Development Manager and Development Director with the origination, conversion, and delivery of individual development opportunities;
  • Promote and market Plenary Group as a major participant in the property development market; and
  • Build strong networks and close working relationships with the property industry.

About You

  • Tertiary qualification in Property, Economics, Architecture, Engineering, Law, Construction Management;
  • 3+ years of property development or real estate investment experience;
  • High level of numeracy coupled with strong analytical skills. Intermediate financial modelling skills;
  • Coordination of property teams (such as planning, design, construction, agents, legal and tax); and
  • Strong interpersonal, verbal, and written communication skills.
  • The following experience will also be viewed favourably;
  • Business development and client relationship management;
  • Valuations, investment or financial experience;
  • Contractual, legal, commercial and legislative compliance experience; and
  • Stakeholder management.
