Agency Overview


Infrastructure NSW is a NSW Government agency providing independent, evidence based advice to Government in relation to infrastructure priorities and projects.

Its functions and structure are set out in the Infrastructure NSW Act.


Our core functions include providing independent and strategic advice to ensure infrastructure investment decisions are underpinned by robust assessment and long term planning; monitoring NSW's infrastructure program through independent reviews and expert analysis; recommending infrastructure projects to the NSW Treasurer for funding from the Restart NSW fund; and managing the procurement and delivery of nominated priority projects.

About the Role


The Chief Financial and Operations Officer leads, directs and coordinates the key internal business activities including financial management and reporting, Restart NSW fund, business administration and improvement, procurement, information technology, commercial management involving financial modelling in accord with policies, goals and objectives set by the CEO.

The role provides expert and professional support to the INSW in development of organisational policies and goals including operational management, financial performance and organisational arrangements.

Some of the key functions of the role include:

  • Providing expert advice and guidance on all strategic operations and oraganisational delivery whilst leading the financial management, accounting and reporting activities of INSW's business services.
  • Whilst ensuring compliance with Public Sector and other regulations, the role dives deep into the development, implementation, monitoring and evaluation and reporting of business improvement initiatives, which positively impact and add value to the organisations strategic objectives.
  • The role oversees ICT operations including strategy development, governance compliance, the operational integrity technologies and ICT services ensuring the delivery of a highly professional, proactive customer service oriented, innovative and futurefocused ICT function.
  • Oversees the management of the Restart NSW Fund which is responsible for assessing and recommending agencyled, local and community infrastructure projects.
  • The role provides meaningful and tangible contributions to the development of corporate strategies, plans, direction and business processes designed to achieve corporate goals and strategic objectives, as a member of the Executive.

About You
We are looking for someone who can genuinely add value to INSW in this role.

You'll be an experienced senior executive with significant leadership skills developed in finance and operations management including directing and managing staff, determining operational priorities, and providing expert strategic advice to the CEO and Executive Leadership Team of INSW.

You have extensive experience leading and influencing government policy, strategy and operational performance.

You will have the ability to work with a high level of autonomy, delivering high level, and independent decisions about the management of the directorate including driving strategic direction, forward planning, setting priorities and guiding staff performance and development.


You have strong and well-established networks both within and external to government, and you can manage executive relationships with key agencies.

With excellence in customer service, you will have demonstrated strengths in providing service-oriented, innovative business solutions across finance, procurement and ICT functions.
