The Manager Intelligence will:


  • Supervise and develop a small team of professional staff through demonstrated competence in frontline people management techniques including providing mentoring, coaching and performance feedback and appraisal processes.
  • Supervise, motivate and encourage the professional practice of staff in the performance of their duties.
  • Ensure individual Development and Expectation Agreements (DEAs) are completed and regularly reviewed
  • Promote and nurture a team culture that has good morale, values diversity with their peers and where individuals are competent with working with diversity target groups and adequately trained to do so.
  • Model professional and ethical behaviour consistently and ensure that professional conduct and behaviour of staff within the team is in accordance with the Queensland Public Service Code of Conduct.
  • Provide timely advice to management and stakeholders on operational, tactical and strategic issues.
  • Contribute to both tactical and strategic intelligence functions and analyse and present intelligence information to management and authorised personnel and external agencies as required.
  • Monitor and review sources of intelligence such as the Prisoner Telephone System (PTS) and drone activity to identify emerging threats and trends
  • Generate and disseminate intelligence reports, intelligence summaries, profiles, bulletins, analytical charts and reports.
  • Respond to information requests, ensuring the exchange and release of information complies with legislation, privacy laws, policy, procedures and QCS Intelligence guidelines.
  • Coordinate the maintenance of a collection plan to meet operational requirements.
  • Gather, record, analyse and disseminate information to corrections management with a specific focus on high security prisoners, to identify potential prisoner incidents/unrest, prevent prisoner escapes, and prevent the introduction and usage of contraband within correctional facilities.
  • Develop and maintain an Intelligence Management Plan (IMP).
  • Ensure compliance with reporting timeframes, governance and oversight of functional allocations within the team.
  • Liaise and negotiate with relevant Agency staff and other key stakeholders including other criminal justice and law enforcements agencies.
  • Ensure the timely provision of advice to stakeholders to ensure prompt management of emerging threats and issues.
  • Develop and maintain strong internal networks that support an effective intelligence function.
  • Ensure the appropriate exchange of information with the Queensland Police Service, other agencies and departments to optimise effective working relationships.
  • Comprehensive understanding of office and analytical software including Microsoft Word, Microsoft Excel, PowerPoint, iBase and Analysts Notebook.
  • Utilise intelligence data systems such as Queensland Police Records Information Management Exchange (QPRIME) and the QCS Total Intelligence Management System (TIMS)


Whilst there are no mandatory requirements for this position the successful completion of the Diploma of Correctional Administration (Intelligence Stream 1), equivalent or higher, would be highly desirable.

Membership within a recognised professional Intelligence institute will also be highly regarded.
Travel may be a requirement for this position as this position may be required to work at sites.
