Division Responsibilities
The Health Workforce Division works to ensure all Australians have access to high quality
health services through the development of evidence-based policies and programs that
deliver a sustainable, highly trained and well-distributed workforce.


The Division aims to:

  • Ensure Australia's health workforce is well distributed through incentives, regulation
and targeted training.

  • Fill gaps in the distribution of the workforce, supporting access to health services for
rural Australians through outreach services.

  • Improve the quality of the health workforce through training programs, policy
settings and support for national regulatory arrangements.


Branch Responsibilities
The Workforce Distribution Branch oversees the Department's efforts to improve equitable
access to health professionals, including operation of the Bonded Medical Program and
legislative levers such as section 19AA, 19AB and 3GA of the Health Insurance Act 1973.

The Workforce Planning and Strategies Branch is responsible for developing strategic policy
advice in relation to workforce planning and reform, including maintaining and improving
the quality of the health workforce.

The Workforce Incentives and Innovation Branch aims to improve access to health services
in regional., rural and remote areas, through outreach programs, scholarship, locum and
rural recruitment support programs, and development of innovative models of care.

The Workforce Training Branch manages the Governments investment into the health
training programs, by supporting the training and education of Australia's health workforce,
including training reform and regional training.

The Workforce Data Intelligence Unit collects and analyses a wide range of health workforce
and related data to inform workforce policy development and decision making across the
health portfolio.

**Key Responsibilities

  • Effectively represent the branch, department and government in intragovernmental
and public fora and communicate effectively with key internal and external
stakeholders.

  • Engage positively and effectively with internal and external stakeholders to support
policy development and program implementation.

  • Contribute to establishment and maintenance of team processes, promote
collaboration and a positive high-performance culture.

  • Take the lead on policy development/implementation/analytical tasks as needed.
  • Lead the development and drafting of high quality and timely papers, briefings,
- reports and other ministerial/parliamentary documentation as required.
  • Supervise, mentor and support APS level staff and ensure they have the opportunity
to lead and contribute to the work of the team to the best of their ability, managing
performance issues as they arise.
