High Speed Rail Authority


The High-Speed Rail Authority (the Authority) is a newly established independent Australian Government Corporate Commonwealth entity responsible for overseeing the development of a high-speed rail network along the east coast of Australia.

This includes providing policy and planning advice and recommendations to the Australian Government and undertaking research and evaluation in relation to the high-speed rail network and corridor along the east coast.


East coast high speed rail will be a nationally significant project for Australia and the Authority will support the Australian Government in planning for the future by working closely with state and territory governments and other key stakeholders to develop high speed rail between major cities and key regional centres on order to advance social, economic and population outcomes.

A high-speed rail network will allow passengers to travel between major and regional cities at speeds exceeding 250 kilometres per hour.


The first priority of the Authority will be the Sydney to Newcastle corridor with an Australian Government $500 million commitment to start corridor acquisition, planning and early works in consultation with the NSW Government.

The Authority is overseen by an independent Board.

Purpose of role**:


The primary purpose of the role is to lead the development and implementation of customer, operations planning and maintenance, and integrated transport outcomes for all High-Speed Rail projects.

This role will ensure the integration of transport and land use, and also the planning, specifying and procuring of systems, operations and maintenance for future High Speed Rail Lines.

You will play a key role in providing strategic, results driven leadership to deliver the core priorities of the Authority, operating in an environment that is highly sensitive to public scrutiny and stakeholder expectations.


Key Responsibilities

  • Oversee (in collaboration with the lead team) the development of key deliverables of the Sydney to Newcastle Business Case and subsequent HSRA Corporate Plan deliverables for the east coast high speed rail corridor, developing milestones and tracking progress against the strategic direction set by the Board and the CEO.
  • Lead the work to define the High-Speed Rail Product including customer requirements, size, configuration, service pattern and fare structure for the High-Speed Network.
  • Lead the planning, specification and procurement of systems, operations and maintenance for future High-Speed lines, including operational resilience and costing lifecycle operations and maintenance costs, including staffing levels.
  • Lead the implementation of operating, maintenance and asset management strategies, ensuring the integration of client and customer needs and considerations, to achieve timely and quality outcomes during the procurement and delivery phase of project.
  • Provide strong evidencebased guidance and advice to leaders in the Project and the organisation to achieve agreed customer and integrated transport and land use product outcomes.
  • Lead the Precinct and Placemaking teams relating to the development planning for stations and associated precincts to meet the needs of customers and build long term relationships with surrounding communities.
  • Lead the Project property team including providing reservation and land acquisition advice to the wider team and interaction with the technical team.
  • Drive the integration between urban product and transport product to achieve the overall product outcomes required.
  • Work closely with the commercial team on developing an appropriate commercial model for the High-Speed Rail network.
  • Ensure the development of integrated transport solutions that deliver customer focused and value adding outcomes, and benefits to the community.
  • Advise on maintenance consideration in technology, design and commercial arrangements.
  • Conduct research and analysis on customer needs, market segmentation and requirements.
  • Lead the provision of expert strategic advice, analysis, research and advocacy in relation to identified customer needs, requirements and benefits to provide informed decision making on the development of the High-Speed Rail product to improve the customer experience.
