The Department of Government Services (DGS) was established on 1 January 2023 to bring important day-to-day services together in one department to make it easy and seamless for Victorians and businesses to interact with government.

We're working to connect and digitise our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

The Government Procurement Group


The Government Procurement Group provides:


  • Procurement solutions to achieve best value for the Whole of Victorian Government (WoVG)
  • WoVG policy development and implementation of the State's Intellectual Property requirements;
  • Procurement policy leadership supporting the Victorian Government Purchasing Board (VGPB); and
  • Management of the Standard Motor Vehicle Policy, VicFleet operations and the finance lease facility for government departments and agencies.
  • DGS corporate procurement operations and support.
Procurement and Category Management Team

The Procurement and Category Management (PCM) team develops, implements and manages WoVG procurement strategies, initiatives and relationships impacting spend on non-ICT goods and services.

About the role

This is a critical ongoing VPS4 position that provides support on the sourcing and management of non-ICT WoVG State Purchase Contracts (SPC).

Key Accountabilities

  • Facilitate and manage sourcing activities that utilise existing State Purchase Contracts to support larger procurement projects across the team.
  • Undertake selected category and contract management activities including category and contract analysis, the monitoring of supplier performance, engaging with contract business owners and proactively identifying improvement opportunities.
  • Proactively contribute to the development and achievement of team deliverables, goals and strategies.
  • Contribute to the documentation and development of policies, procedures and process improvements to maximise the efficient and effective delivery of the PCM team deliverables.
  • Develop and maintain cooperative relationships with stakeholders, constructively working to resolve issues or escalate as appropriate.
  • Provide support to the Government Procurement Group and the department on a range of matters as required.
About you
To be considered for the role, you must be able to demonstrate:

  • High level written and verbal communication skills, including the preparation of meeting minutes, briefs, letters and reports for senior managers and Ministers.
  • Strong stakeholder relationship skills with an ability to develop collaborative and effective relationships with a broad range of stakeholders.
  • Strong analytical and conceptual skills with experience in developing and documenting new processes, procedures and supporting materials.
  • Ability to work independently and as part of a team, with a diverse workload and competing priorities.

Due to Machinery of Government changes, effective 1 January 2023, your employment will be with the Department of Government Services.

Corporate Services, including payroll, will be provided by the Department of Treasury and Finance while a process for the formal transfer of staff in impacted areas is implemented.
