A leading West Australian commercial construction company that has been operating for over 20 years is looking for for a Pre-Construction Manager to spearhead securing new projects and ensure they are set up for success before they are handed over to delivery teams.


The role will be heavily focused on the sales strategy, securing the right projects at the right time whilst simultaneously working with the delivery teams on post-contract commercial support.

An important measure of your success in this role will be your ability to improve commercial awareness within the sales and project teams.

Accompanied with your strong experience in a wide variety of commercial models and your in-depth contractual knowledge, you will be able to make razor sharp interpretations of contracts and ensure appropriate commercial governance and compliance.


You will not be a micro manager, although you do need to have a keen eye for detail, deadlines and quality submissions that will secure us a strong pipeline of quality projects.

You will be a mentor to your collogues and support them on their career development journey. You will have to have the ability to juggle multiple priorities with a calm approach.


A strategic mindset, prudent awareness of future possibilities, and a keen focus on accurate cost plans and programs is key to developing the long-term customer base.


About the Opportunity:


  • The full bid cycle from identifying opportunities through to signed contract
  • Create and report on short term pipeline probabilities as well as longer term sales strategies and actively participate in the leadership strategic meetings
  • Bid strategy with a focus on the client drivers and alignment to the company vision and growth plans
  • Coordinate and develop bid strategy, and oversee the entire bid to the end including value management process
  • Clear and decisive leadership and management of bids ensuring tenders/proposals are submitted on time and within internal approval processes
  • Oversee the Estimators and Bid Manager to ensure everyone is working according to the agreed plan
  • Assess opportunities and tenders for business risk and provide recommendations to the Managing Director and/or Division leaders
  • Business development.
  • Organize the technical information, ensuring accurate cost estimates, delivery strategies and supporting documentation are delivered within the prescribed deadlines
  • Review tender documentation and contracts for all new contracts and/or major renewal contracts
  • Provide advice to Project teams on specific commercial queries or concerns regarding the contract, including identification of contract risk clauses and suitable mitigation strategies
  • Drive and improve management and admin of commercial contract policies, processes, and procedures
  • Lead commercial negotiations with clients regarding renewals as and when required

About You:


  • Excellent interpersonal and relationship building skills
  • Ability to establish relationships with clients, architects and designers, consultants, subcontractors and internal staff across the business
  • The ability to impact major stakeholders and collaborate with colleagues in business development, operations and estimating
  • Minimum 7 years' building construction (pre or post) experience
  • Strong capability in commercial strategy and an indepth understanding of commercial models, including ECI and D&C, with an understanding of current market conditions
  • High Level business and commercial acumen with experience in managing the full bid lifecycle / Experience in Pre-Contracts Coordination/Manager position
  • Qualifications in Construction or Project Management, preferable
  • Commercial construction experience, ideally with exposure to larger scale commercial fit out as well
  • Highly developed communication and negotiation skills, and thrive in high pressure fast paced environment
  • Demonstrate an understanding of financial management and working within set budgets (Project accounting, month end reporting and forecasting, WIP reporting)
