About the NDIS Quality and Safeguards Commission
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The Commission is the dedicated national regulator of NDIS service providers in
Australia and a non-corporate entity under the _Public Governance, Performance and _

under the National Disability Insurance Scheme

promote the provision of advice, information, education and training to NDIS
providers and people with disability

secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation
functions conferred on the Commissioner by legislation

promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability

develop and oversee the broad policy design for a nationally consistent
framework relating to the screening of workers involved in the provision of
supports and services to people with disability

provide advice or recommendations to the National Disability Insurance Agency
(NDIA) and its Board in relation to the performance of the Agency's functions

engage in, promote and coordinate the sharing of information to achieve the
objects of the relevant legislation, and


provide NDIS market oversight, including:
I. by monitoring changes in the NDIS market which may indicate emerging

risk; and
II. by monitoring and mitigating the risks of unplanned service withdrawal.

Regulatory Operations

The Regulatory Operations Division comprises:
National Compliance Policy including Worker Screening

Provider Registration

State and Territories operations that deliver the NDIS Commission's function

relating to reportable incidents, compliance and enforcement. This include local
engagement; building provider capability to prevent and manage incidents
affecting people with disability; and undertaking compliance and investigation
activities, and enforcement action.


Compliance & Investigations Teams
The Compliance & Investigations team form an integral part of the Regulatory Operations
Division. The Compliance & Investigations team is responsible for working with NDIS
providers and workers to help them comply with the quality and safeguards requirements,
through education and training about their obligations and taking regulatory action to
improve and ensure compliance. The Compliance team implements compliance and
enforcement responses where there is suspected non-compliance by providers and workers
with the NDIS Act 2013, NDIS rules and the NDIS Code of Conduct.

Key duties

Work with individual NDIS providers to assist them in understanding their
obligations, and where non-compliance may have occurred, guide them to
address those issues and risks

Where systemic issues are identified, work locally with groups of NDIS providers
to promote quality improvement strategies, and across the organisation to
develop education and other materials to improve compliance

Accurately maintain and update records in Commission databases and case
management systems

Monitor group mailboxes and respond to inquries from internal and external
stakeholders

Contribute to research and analysis designed to inform the development of
compliance responses

Draft reports and briefs to support action by the NDIS Commissioner
Support compliance promotion and education campaigns to inform and educate

NDIS providers, participants and the public about the NDIS Commissioner's
functions and the requirements of relevant legislation and ru
