NATSEC Project 001 is a multi-million dollar project that will move our client forward in this ever-changing technological world.

Currently the project has a team of around 60 persons and is looking to increase to around 80 persons as soon as possible.

The project started in Nov 21 and is scheduled to conclude in Sep 23, with opportunities to extend.


The project incorporates modern engineering practices and is designed to create an automated service using technology from vendors including: HPE, CISCO, VMware, Splunk and Atlassian.


The Organisational Change Manager (OCM) / Training Manager (TM) is a multiple responsibility role due to the varying needs of the project, with both sides of the role strongly leveraging a Human Centred Design Approach.

As the OCM, they will drive the execution of change management across a client focused team.

The OCM is responsible for business change management and BAU activities across projects and accountable for the success of change outcomes.

The OCM works with Government customers, relevant teams, and stakeholders to ensure that the changed technology, business processes and systems are deployed effectively and successfully transitioned into BAU.

The OCM facilitates stakeholder collaboration and create positive engagements while working across hybrid delivery models (Agile and Waterfall).


As the TM, they work collaboratively with stakeholders including project management, developers, training consultants, change managers and client representatives to co-define and co-design suitable means to ensure capability transition from industry that is able to provide a fundamental outcome of a sustainable and proficient workforce, while minimizing disruptions to staff operations.

The TM applies the Human Centered Design approach, user and trainer perspectives; sourced from engagements such as facilitated workgroups to conducts training/development needs analyses and assessments on an organisational, and/or individual basis, and in conjunction with the training team, develops and implements specified training and development programs and initiatives to meet assessed needs.


Role Responsibilities

  • Working with the Project Manager and transition team to deliver robust and strategically aligned change plans and actions to support the implementation of a modernisation program.
  • Engaging and communicating widely across the business with strong stakeholder engagement and management skills.
  • Delivery of objectives within a fast paced and high dynamic environment.
  • Ability to challenge and drive thinking in new directions.
  • Training new starters
  • Supporting leaders in maintaining the teams' skills matrices and developing training needs analyses
  • Maintaining process documentation & periodic process guide reviews
  • Work with business unit stakeholders to determine learning needs and related initiatives
  • Creation of instructional and delivery methods using various learning solutions and technologies
  • Ensure corporate standards, brand management and values are upheld and incorporated in all learning and development activities

Essential Experience

  • Certificate IV in Training and Assessment
  • 3+ years in Change Management experience with background in IT service management of transformational programs.
  • Clear understanding of the use of a Design Centred Approach to change management and training.
  • Demonstrable coaching and training skills
  • Demonstrated experience in design, development, and implementation of change activities with capability of working across both strategic and operational levels.
  • Effective presentation, interpersonal and communication skills (written & verbal)
  • Strong stakeholder management and relationship building
  • Excellent organisation and time management skills
  • Proven flexibility and ability to work in a dynamic environment
  • Demonstrated experience working in an agile environment, adopting a consultative and cooperative approach to your work
  • Ability to work with the business in understanding needs, both current and future and providing appropriate solutions
  • Capable of working in a selfdirected manner

Desirable Qualities

  • Experience in Government Secure Environments
  • Working in a project environment below the line.
