Purpose of specific work area and position


The Rural Fire Service (RFS) Reform Implementation team is responsible for developing, implementing, reviewing and supporting the reform of strategic direction for the provision of holistic rural fire management, including but not limited to risk management, mitigation, operations, human resource management and business management.

The team will work collaboratively with internal and external stakeholders to enhance service delivery across all areas of business, build capability of RFS and meet legislative requirements.

Team members will play an integral part in identifying, supporting and enhancing service provision, for volunteers and staff, to deliver a professional service to the community on a 24 / 7 basis, in line with phases of prevention, preparedness, response and recovery.


Reporting to the Director, you will be responsible for managing and developing strong cooperative working relationships and achieve positive outcomes through effective and efficient engagement to develop sustainable strategies, required to sustain a contemporary rural fire service into the future.

You will be responsible for managing human resources, finances and assets in accordance with departmental policy and procedures, to strategically deliver a high level of support to staff and volunteers, with a view to enhancing their ability to respond to large scale rural fires and other emergency incidents, including provision of command, control and coordination, in accordance with legislative requirements.

You will also provide advice on issues regarding resource management, training, operations, risk management, compliance and governance to enhance proactive rural fire management and services through the design of solutions which align with broader organisational initiatives of the future Queensland Fire Department (QFD) and in consultation with the QFES Agency Implementation Group (AIG).


We are seeking Expressions of Interest from QFES RFS staff or volunteers in conjunction with the current generic Regional Manager / Superintendent, RFS role description.

  • Can demonstrate an ability to communicate effectively with a wide range of stakeholders from rural and near rural communities.
Primary duties

In addition to the generic Regional Manager / Superintendent (FSPRI), RFS role description, the purpose of the Executive Manager, RFS Reform Implementation position includes but is not limited to:

  • Lead, manage and contribute to the design, development, review, and implementation of an RFS reform implementation plan' to inform a clearly articulated pathway for the implementation of organisational change within RFS.
  • Manage and contribute to a comprehensive engagement campaign, which is inclusive of all personnel, volunteers, staff, internal and external stakeholders, to inform the development of strategic reports, for review, endorsement and approval, prior to submission to the QFES AIG.
  • Undertake critical analysis of engagement and feedback received to identify trends and themes which will inform the development of a conceptual framework for improved frontline service delivery.
  • Lead complex projects within a multidisciplinary team, focused on the achievement of organisational outcomes including provision of regular progress reports to ensure quality outcomes, deliverables, and milestones are achieved.
  • Manage the development of evidencebased recommendations, for improved corporate governance procedures and processes, ensuring the future delivery of effective and efficient rural fire services.
  • Provide expert advice on rural fire service delivery planning, development of standards, community safety initiatives and other operational issues orientated to address holistic service delivery demands into the future.
  • Lead and manage team capability, fostering teamwork whilst managing human resources to perform at a high level including development of staff, monitoring of performance, and associated corporate governance requirements.
  • Prepare and review complex reports, briefing notes, submissions, departmental and other correspondence relating to the RFS Reform Implementation initiatives, in accordance with departmental requirements and governance.

Hold the rank of substantive Superintendent / Regional Manager, RFS, however Inspectors with the appropriate skills and knowledge are encouraged to apply.
