The Opportunity:


If you're looking for an EL1 leadership role in a small to medium sized national agency, where you can work autonomously in a centralised procurement/financial operations team with mature processes, then this is an outstanding opportunity.

You will report directly to an experienced and supportive CFO who will invest in you and help you continue your learning and development.

This is an opportunity for a driven, hands-on procurement professional to make their mark on a high-profile agency. You will focus on educating internal stakeholders on procurement compliance to uplift capability across the organisation.

The relatively smaller size of the FWO means that you'll be involved in end-to-end procurement processes and also have the opportunity to influence the strategic direction of the team.

You will manage two junior staff members who are experienced and have strong corporate knowledge.


This position can be located out of any of the FWO offices across Australia, with the most practical locations being Canberra or Melbourne. There is strong flexibility including working from home (only require staff to be in the office two days per week).

  • If you are currently an APS employee, you will be engaged on an s26 12month temporary transfer with view to permanency. _
  • If you aren't currently in the APS, you will be engaged on a 12month nonongoing salaried contract with view to permanency._

The Role:


Your key accountabilities will include the following:

  • Lead the financial operations team and manage FWO's procurement, travel, and corporate credit card functions
  • Manage endtoend procurement processes across the agency including providing advice and liaison with stakeholders managing their contracts
  • Update the procurement and contract management guide
  • Provide compliance assurance reports around procurement, travel and use of corporate credit card
  • Supervise a junior staff member in managing travel and credit card queries
  • Liaise with Service Delivery Office and follow up outstanding issues with purchase order or invoices payments
  • Draft briefs or reports for senate estimates or executive

The Ideal Person:


This role is suited to a high performing individual with procurement expertise and experience within a federal or state government environment. Procurement skills are more important than having a technical financial/accounting background.


You will also have:

  • An excellent understanding of the Commonwealth Procurement Rules and the PGPA Act
  • Experience managing both simple and complex endtoend procurement processes
  • Expertise in risk management as it relates to procurement and contract administration
  • Experience managing, guiding or directing junior staff members
  • Proven ability to work under limited direction in a high volume environment
  • Strong attention to detail
  • Excellent communication and negotiation skills, both written and verbal_ _
  • You must be an Australian citizen, be willing to undergo a police check and have the ability to obtain a Baseline security clearance._

Salary / Rate:

-
$118k - $128k + 15.4% super or salary match for current APS employees

  • For current APS employees: 12month temporary transfer with view to convert to full permanent transfer
  • For current nonAPS employees: 12month nonongoing salaried contract with view to permanency
