The Department of Veterans Affairs (DVA) has initiated a significant transformation program designed to address the preliminary recommendations handed down by the Royal Commission into Defence and Veteran Suicide.
Through its delivery, the DVA Modernisation Program (the Program) will significantly improve the capability and interoperability of DVA's systems and processes.
To support the implementation of the Program, the department has formed a new delivery team within the Chief Information Officer Branch.
Engaging across the department and externally, this team will be responsible for the delivery of key sub-program components under the initial phases of the Program.
There is currently an opportunity for a highly capable and self-motivated Procurement Officer to join the Corporate Modernisation delivery team and make a significant and meaningful contribution to the lives of veterans and the broader Defence community.
As the Procurement Officer, you will play a vital role in supporting the Contract Manager in all aspects of procurement activities within the program.
You will play a critical role in ensuring the successful delivery of contracts and procurement processes, while ensuring compliance with both DVA and whole of government policies and procedures.
Your primary responsibility will be to assist with, and lead where relevant, procurement activities, ensuring the timely and cost-effective acquisition of goods and services.
Responsibilities:
1.
Procurement Process:
- Assist the Contract Manager in developing and implementing procurement strategies aligned with program objectives.
- Support the preparation and issuance of requests for proposals (RFPs), requests for quotes (RFQs), and invitations to tender (ITTs) to solicit bids from vendors.
- Conduct supplier research, evaluate supplier capabilities, and analyse supplier proposals to support procurement decisionmaking.
- Collaborate with, and assist the Contract Manager and program executive to negotiate contracts, ensuring best value, quality, and reliability from suppliers.
- Monitor and track procurement activities to ensure compliance with program requirements and deadlines.
- Maintain accurate and uptodate procurement records, documentation, and reports.

Supplier Relationship Management:
- Assist in managing relationships with suppliers, ensuring effective communication and resolving any issues or noncompliance.
- Collaborate with stakeholders to evaluate and assess supplier performance based on agreedupon metrics and key performance indicators.
- Participate in supplier performance review meetings and contribute to the development of improvement plans, if necessary.

Compliance and Risk Management:
- Ensure procurement activities comply with legal, regulatory, and organisational policies and procedures.
- Identify and assess risks associated with procurement activities and support the implementation of risk mitigation strategies.
- Collaborate with the Contract Manager to ensure data privacy and security requirements are adhered to throughout the procurement process.

Stakeholder Collaboration:
- Collaborate with crossfunctional teams, including the Contract Manager, finance, legal, and program executive, to support procurement activities and ensure alignment with program objectives.
- Engage with internal stakeholders to understand their procurement requirements and provide guidance on procurement processes.
Requirements:
- Bachelor's degree in Business, Procurement, Supply Chain Management, or a related field. Relevant certifications are a plus.
- Minimum of 3 years of experience in procurement, preferably within largescale programs or system integration projects.
- Proven experience and comfort with writing executive briefs, reports and updates.
- Solid understanding of procurement methodologies, including competitive bidding, supplier evaluation, and contract administration.
- Familiarity with procurement regulations and best practices.
- Excellent organisational and time management skills, with the ability to handle multiple procurement activities concurrently.
- Strong attention to detail and accuracy in procurement documentation and record keeping.
- Effective communication and interpersonal skills, with the ability to collaborate with crossfunctional teams and stakeholders.
