About the role:

VPS6 range $129,379 - $173,138 p.a. + super + leave loading
One (1) fulltime, fixed term until 31/12/2025

Working within the Project Delivery Division, Digital Services and Security Department located at the Victoria Police Centre, 311 Spencer Street, Docklands.

Digital Services and Security Department (DSSD) includes Project Delivery Division (PDD) that provides dedicated project management capability to manage and deliver priority initiatives for Victoria Police that will deliver operational efficiencies and improved member and community safety, including the Electronic Penalty Infringement Notices (ePINs) Project.

In Victoria, fines are also referred to as Penalty Infringement Notices (PINs) and can be issued for a wide range of offences including, Traffic Infringement, Crime Infringement, Banning Notices, Sheriff of Victoria Warning Notices, Environment Protection Authority Protection (EPA) Notices, Caution Notices and others.

The overarching objective of the ePINs project is to implement a solution that will provide the base functionality for members to quickly and accurately complete ePINs on mobile handheld devices.

PDD are seeking an Organisational Change Manager to support the ePINs Project.

This project will be complex and made up of multiple and diverse user groups and requires a Change Manager to oversee the delivery of OCM, Communication and Training.

The Change Manager will report to the Senior Project Manager and will work with key stakeholders from across Victoria Police leading the change management activities and integration of these activities into the project delivery plans.

Your duties will include:


  • Development and execution of the change management plan and supporting training approach
  • Leading and managing deployment, coordination, and communication activities
  • Undertaking assessments and evaluating the impact of change including, identifying risks and mitigation strategies
  • Maintaining overall accountability for the planning and execution of change management and training activities
  • Identifying and actively engaging with a broad range of internal and external stakeholders to understand their potential concerns, issues, and perceptions
  • Managing communication and change activities to enable adoption and effective usage of both solutions
  • Reporting to various stakeholders and governance bodies

As the successful applicant, you will have:

  • Proven experience in a change management role, designing and delivering change management interventions, preferably within complex IT transformation projects
  • Highly developed verbal and written communication skills
  • Able to work on a range of deliverables at the same time and produce quality outcomes within specific timeframes
  • Strong document creation, editing and presentation skills, with great attention to detail, specifically using MS Work, PowerPoint and SharePoint
  • Proven ability to monitor client and stakeholder satisfaction and constructively manage stakeholder issues to ensure positive outcomes
  • Proven ability to use initiative to influence others to drive positive change in the work area.
  • A relevant tertiary education would be desirable, but not essential.
