THE ROLE

As the 'Manager Asset Construction', you will inspire and lead a large team of Project Managers, Project Officers, Contract Administrators and a dedicated construction communications team.

Together you will take accountability for delivery outcomes across the city and provide strong strategic delivery advice and reporting to the Director and CEO.


The Asset Construction Unit provides project management services to Council's Capital Works program, by leading the delivery of the projects and utilising CBCity's Project Management Framework to ensure the projects are in line with the internal client's scope, budget, timeframe and quality expectations.


Following a restructure within the 'City Assets' directorate, Council has created this new role to work closely with a new City Design Manager to focus our leadership on delivering one of the largest works programs in Australian Local Government, while also allowing a strong delivery leader to work more closely with Council's Executive team on the successful delivery of its large program in and for the Community.


KEY ACCOUNTABILITIES

  • Bring your expertise to build and develop a capable project delivery workforce;
  • Maintain the Asset Construction budget (OPEX $10M and CAPEX $200M) including overseeing individual project budget expenditure and transactions in accordance with Council's procurement policies;
  • Lead and inspire the unit to operate in a commercial environment while also being sensitive to the community within which we deliver our projects;
  • Ensure great working relationships across Council with internal and external project stakeholders;
  • Identify annual resourcing requirements to ensure ontime delivery of the adopted capital works program and other support services;
  • Act as Superintendent to contract on all large value projects;
  • Align the operational duties and functions to the organisational strategic directions while enabling innovation, agility and responsiveness of the unit;
  • Lead the implementation of critical changes and strategic initiatives, across the organisation achieving high levels of ownership and compliance, while continuously improving services levels in the line with customer expectations with the resources available.

ABOUT YOU

To be considered you will have:

  • Experience in leading and inspiring a diverse workforce, including multi-disciplinary teams to deliver results and greater efficiencies;
  • Extensive knowledge and experience in project management (end to end) within a construction setting including: delivery, contract management and contract law, procurement, programming and budget management;
  • Excellent communication and interpersonal skills, with demonstrated ability to form positive relationships with a wide range of stakeholders.
  • Proficient in using multiple software systems, in particular MS project;
  • The ability to think strategically, analyse complex situations, achieve outcomes, negotiate and approach problem solving in a flexible and resourceful manner;

You will also hold relevant tertiary qualifications supported by extensive project management and construction experience, whilst having a valid Drivers License and White Card.
