***: System Planning Analytics is the analytical engine that facilitates health service planning in the Department of Health and is integral to informing the future architecture of Victoria's health system.


The Manager, System Planning Analytics oversees a small team of planning analysts and works closely with data stewards and system custodians across the Department to deliver high quality, accurate business intelligence products that inform the health system priorities needed to support growing community demand for services.

The role manages the development, maintenance and continuous improvement of sophisticated service planning and prioritisation products.

With a strong focus on client relationships, the role will oversee the efficient and effective deployment of these products for use by internal planners and policy makers and external stakeholders and will play a key role in the provision of specialist technical supports.


Accountabilities

  • Be expected to oversee multiple and complex datasets that require familiarity with, but not necessarily proficiency in, the data and analytics platforms employed by the Department, such as Azure SQL Database and PowerPivot/Power Query.
  • Ensure that systems and platforms leveraged by the team are contemporary and aligned with the broader Departmental information systems and analytics strategies.
  • Undertake detailed data analyses and provide advice and technical support relating to health service demand and supply, system configuration, service distribution, service development, and investment options in the short, medium and longer term.
  • Synthesise complex technical information to provide authoritative advice to internal and external stakeholders to support the development of detailed reports, ministerial briefs, cabinet and agency submissions on complex system design and planning matters.
  • Forge strong connections across the department and with external stakeholders to facilitate a partnership approach.
  • Effectively manage and provide leadership to a team of employees by;

  • Contribute to the development of policy, reform and planning initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters.
  • Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
  • Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.
