Description

This role is responsible for a range of procurement activities that are crucial to the successful delivery of the digitisation program.

A mix of procurement strategies are likely to be utilised including market engagement and procurement via existing Standing Offer Arrangements.

Multiple procurements of differing complexity and risk will be required.

This role will work closely with the department's strategic procurement unit.

You will work both independently and collaboratively as part of a team, to support the delivery of the program of work within the Digitisation Program.


Role summary:


The Principal Procurement Officer will work closely with members of the various project teams within the Digitisation Program and effectively engage with stakeholders to develop procurement strategies that meet business needs and align with the supply market.


This role will provide advice and assist in the negotiation and management of contracts with suppliers in line with the Queensland Government Procurement Policy.

This role also requires to liaise with and build productive relationships with stakeholders both within the Program team and across the broader division and the Department.


Key responsibilities for the role:


  • Develop a Significant Procurement Plan for the Program, with a view to developing additional Significant Procurement Plans as the Program progresses

  • Undertake and manage strategic sourcing activities relevant to the procurement for high value, high risk and/or complex categories/commodities.

Sourcing activities include but are not limited to:

  • Development of procurement strategies and methods including Expression of Interest, Request for Information and Invitation to Offer which maximise benefits for the department;
  • Execute highly objective supplier selection and negotiation processes ensuring that all key stakeholders are involved in the determination of requirements, specifications, selection criteria; review of proposal; negotiations; and final decisions which support the operational needs of key users and stakeholders
  • Provide advice relating to sourcing activities to ensure procurement processes are undertaken in accordance with departmental policies and procedures as well as wholeofgovernment policies [e.g. Queensland Procurement Policy (QPP), Queensland Indigenous Procurement Policy (QIPP)].
  • Provide highlevel expert advice in relation to procurement practices and strategies to clients and customers at Senior Management level.

  • Develop evaluation plans that incorporate both price and nonprice components
  • Develop contract management plans in accordance with the government's Contract Management Framework
  • Identify, mitigate and escalate procurement risks to ensure the program meets it obligations and maximises outcomes.
  • Effectively manage contract formation and administration services and monitor performance through robust contract frameworks, successfully delivering contractual obligations.
  • Perform other essential duties and tasks specific to the position as required

Qualifications, Conditions and Requirements:

Expertise and experience in the following would be highly desirable:

  • A minimum of 5 years demonstrated recent experience in undertaking and managing procurement activities.
  • Procurement Certification at Level 3 minimum will be highly regarded.
  • Experience in preparing and negotiating QITC contracts.
