As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of role


ICT Portfolio Management is responsible for leading and managing the provision of the systematic management of QFES ICT investments, governance, portfolio, projects, and assurance activities to support QFES operations and organisational capability.

The Enterprise Architecture team leads the development, maintenance and implementation of ICT Architecture within QFES to support and influence ICT enabled business change and related ICT planning and investment decisions, and ensures the department aligns to whole of government enterprise processes and standards.


Reporting to the Director, ICT Portfolio Management you will be responsible for leading and managing the functions of the team within the appropriate financial and human resources delegations and will drive QFES' ICT Architecture solution planning and investment needs.

You will manage the review and development of enterprise architecture artefacts, digital strategies and roadmaps as well as work closely with key internal and external stakeholders to ensure effective realisation of innovative ICT solutions and benefits, that support QFES operations and organisational capability.

Key requirements

Highly desirable requirements

  • Significant experience as an Enterprise Architect in large, complex organisations.
  • Certification in The Open Group Architecture Framework (TOGAF) or similar industry recognised certification.
  • Experience as an ICT architect in either solution or technical architecture.
  • Experience in developing plans or roadmaps which match changing organisational capabilities to technical solutions.
  • Knowledge and/or experience in both waterfall and agile project methodologies.
Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead the development and review of architectural blueprints, roadmaps, standards and direction, and conduct feasibility studies and options analysis to support QFES digital transformation strategy.
  • Provide wellinformed advice, over a range of topics influencing the effectiveness of the organisation's business and information systems through the implementation of innovation.
  • Provide key input and direction in the creation, review and updating of enterprise design artefacts, including development and implementation of enterprise architecture and other business strategies.
  • Develop, maintain and foster effective networks and liaisons, between internal teams, projects, other stakeholders, in order to assist in the development of enterprise architecture.
  • Manage enterprise and solution architecture aspects of projects and represent QFES at working groups and forums to ensure outcomes are delivered and monitored for continuous improvement to achieve shared community safety objectives.
  • Ensure all work is developed and documented in line with the government enterprise architecture processes, and recommend standards and protocols needed to establish industry standard and best practice architecture.
  • Assist in the identification, addressing and scheduling of issues, risks and solutions that may impact the successful implementation of business initiatives.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
