Who we are looking for:


  • The Department of Parliamentary Services (DPS) is recruiting for a high performing branch head (Senior Executive Service Band 1, Assistant Secretary) to lead the Security Operations Branch, within Security Division.


The Security Division is responsible for the provision of security services, building security, access management, security capability asset management, Australian Parliament House (APH) and DPS security policy, security risk management, resilience planning and emergency management.


  • As part of the department's executive leadership team, the Assistant Secretary, Security Operations, will be responsible for:
  • the strategic planning, implementation, and management of Security Operations (Support), Security Operations (Parliamentary Security Service) and the Official Visits Coordination team, including 3 direct reports at the Parliamentary Executive Level 2, and
- approximately 220 positions.


As a member of the DPS SES team, you will be expected to:

  • provide leadership to your Branch while working collaboratively with the other business areas to deliver on the department's strategic priorities and security requirements.
- provide high quality strategic and security advice to the Secretary, Deputy Secretary, members of the DPS SES team and other internal and external stakeholders.
- contribute to the overall strategic, planning, operational capability and accountability of DPS, and
- develop an environment that ensures sound planning, a culture of innovation, effective risk management, continuous improvement and a strong service delivery focus.

  • Under limited/general direction undertake duties in accordance with the agreed standards for the SES Band 1 classification.
The duties will include, but are not limited to, the following:


  • Overseeing the provision of day-to-day security services for occupants of, and visitors to, Parliament House.
  • Lead the work of the Security Services section within Security Branch, including management of at least 3 direct reports at the PEL2 level.
  • Effectively manage and oversee the operations and activities of the Parliamentary Security Service, including the leadership, recruitment, training and development of a work force of approximately 220 officers.
  • Effectively manage and oversee the management of operational planning to address strategic risk associated with security operations, including management of major events, visits in consultation with coordinating departments.
  • Effectively manage and oversee the emergency management at Parliament House in consultation with coordinating departments to manage strategic risk.
  • Work jointly with the AFP APH Security Controller responsible for protection at Parliament House, leading and managing all strategic and operational aspects of security and emergency services for Parliamentary Precincts, and ensuring capability for rapid and effective response to security and emergency management events.
  • Provide operational security advice to areas of DPS responsible for security capability development.
  • Support the First Assistant Secretary (as Chief Security Officer) and Deputy Secretary to achieve the requirements for protective security expected by the Government under the Protective Security Policy Framework.
