We may use this temporary employment register to fill non-ongoing opportunities from APS 3 to Parliamentary Executive Level (PEL) 1 arising in the department's Human Resource Management and Financial Management sections, from time to time.


Human Resource Management

The Human Resource Management section delivers people strategy and services across the employee life cycle for departmental staff, which includes the administration of entitlements contained in agreements and determinations.

In addition, it is responsible for administering certain allowances paid to senators and providing payroll services to the Parliamentary Budget Office.

Relevant skills and experience for positions in this section would include:

  • Providing strategic and operational advice on human resource management and industrial relations matters, particularly in a Commonwealth environment.
  • Developing human resource management and industrial relations policies and procedures.
  • Delivering payroll services, analysis and reporting, particularly using the Aurion Human Resource Management Information System.
  • Stakeholder engagement using excellent interpersonal and communication skills, with a focus on providing quality customer service.

Financial Management
The Financial Management section advises on financial policy, coordinates preparation of the department's budgets, prepares annual financial statements, processes purchases and accounts, collects revenue, ensures compliance with the

_Public Governance, Performance and Accountability Act 2013_ and the Rules, and reports to management on the use of financial resources.

Relevant skills and experience for positions in this section would include:

  • Providing advice on a range of budgetary, accounting, and other financial matters.
  • Developing policies and guidelines to comply with the Commonwealth's financial and performance frameworks.
  • Delivering financial management services, analysis and reporting, particularly using the Technology One Financial Management Information System.
  • Delivering financial accounting functions, including budget statements.
  • Supporting preparation of annual financial statements, financial performance reporting and other financial reports.

Governance and compliance
Support is provided in relation to the department's corporate governance.

This involves monitoring compliance with relevant legislation and assisting with advising the department's executive of existing or emerging corporate obligations.

Relevant skills and experience for positions in this section would include:

  • Provide research, advice and support for compliance with relevant Commonwealth legislation, including the _Public Governance, Performance and Accountability Act 2013_ framework.
  • Preparation of governance material including performance reports and risk management.
  • Respond to external reporting requirements.
  • Providing administrative services to various internal and interdepartmental groups, including the department's audit committee.
