About the Division


The Information Management and Technology Division (IMTD) guides the departments' digital capability and is leading digital transformation for the department including Victorian government schools.

The Division architects, manages and supports the largest technology network in Victoria, supporting a user base of approximately 750,000 staff and students.


IMTD provides innovation and leadership in the transformation and management of the department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.


About the Role


The Technology Manageris a key leadership role responsible for aligning business strategy with the execution of Agile initiatives at the portfolio level.

The primary focus of this position is to ensure that the organisation's portfolio of projects, programs, and initiatives is well-coordinated, prioritised, and delivers the expected business outcomes.


This includes:
- managing the workflow and resourcing across discovery, design and delivery
- leveraging expertise in the lean-agile delivery methodology, resource and manage programs of work which optimise value to the customer
- using lean budgeting principles, allocate funds to value streams, programs, and initiatives based on their potential for creating business value
- prioritising initiatives based on their value, risk, dependencies, and available capacity, ensuring the most critical and impactful work is given priority in the portfolio backlog;
- establishing performance metrics and implement continuous improvement as it relates to the end-to-end process of product development from discovery, design to delivery.


Capabilities

Desirable Qualifications and Experience

  • Demonstrated experience which proactively drives strategic alignment, prioritisation, and value delivery
  • Demonstrated experience in optimising quality and time taken to deliver products via lean portfolio management
  • Adept experience in resource management, with key influence across project managers, scrum masters and delivery teams
  • Demonstrated experience in capacity planning to ensure that the division's resources are optimally allocated across initiatives
  • Working understanding of contemporary tools, processes and practices to ensure a lean portfolio practice Tertiary qualifications in a related discipline would be advantageous
