The Network Services Directorate manages all key operational functions, including the detailed day of operations management to support safe, reliable and efficient train and coach services within the NSW TrainLink network.


The Network Services Directorate manages the:
- strategic integration and co-ordination of all operating functions including network services, workforce planning, emergency preparedness and security, supply of customer information and solutions, stations and train crew support and operational safety

  • Network Services Control Centre (NSCC) including shift management, fleet coordination, customer solutions, train and coach coordination and customer information
- workforce planning and management functions including scheduling, crew assignment, workforce systems, training co-ordination, recruitment and transfers
- centralised station and crew support functions including operational readiness, business process efficiency, competence & assurance and procedural development
- security and emergency preparedness functions including security tasking.

  • Train Crew Assignment Centre (TCAC), ensuring train crew are available to support day of operations

The opportunity


Right now, we have an opportunity for a Senior Manager Workforce Planning and Scheduling to join us in Network Services to lead and develop the workforce planning strategy and implement and maintain efficient workforce planning systems, as well as developing daily crew schedules.


The Senior Manager Workforce Planning and Scheduling leads and manages the end-to-end train crew workforce planning process using data driven insights to negotiate strategies for delivery of TfNSW priorities including resourcing of crew in short and long term plans for new and exisiting fleets within Regional and Outer Metropolitan branch.

This includes all frontline operations.


What you will be involved in:

  • Managing and leading a team of planners and schedulers to align labour supply with required demand to operate our customer services for the next five years
  • Working collaboratively with internal stakeholders to identify optimal supply requirements for train crew out to 5 years with changing business needs in mind
  • Driving accountability for workforce planning inputs from both internal and external stakeholders considering overall business outcomes, resource supply and TfNSW and NSW Trains priorities
  • Supporting stakeholders through provision of information on crew supply and demand
  • Assurance of workforce planning forecast methodology through reviews, industrial agreements and performance trends
  • Developing and optimising crew daily schedules
  • Leading the introduction of a new enterprise system for the management of all labour supply across the agency

About you


You are tertiary qualified in relevant workforce planning discipline and have proven experience managing a forward planning function and using data driven insights to drive strategic outcomes in a complex, highly industrialised environment.

You understand how this role differs to resource management and workforce management.

Your extensive workforce planning experience will mean you have considerable independence in determining how to achieve objectives, including the decision on methods, approaches and allocation of resources.


Your strong collaboration skills means that you understand the importance of building relationships and partnering with customers to effectively meet the needs of operational projects.


You also have demonstrated leadership capability to distribute work, assess and assure quality for team outputs as well as develop and retain a talented workforce planning team that effectively delivers strategies for Transport and NSW Trains priorities for the next five years.
