Portfolio Cost Manager - Permanent Position

Purpose of the role:
The purpose of the position is to manage cost estimation for all programs and projects delivered within the IIAP. Develop, implement, and manage estimating systems, databases, and tools to provide a basis for market competitive pricing.


It is to deliver high quality information for project cost estimation and to provide assurance across the project lifecycle, identifying systemic issues arising from estimating analysis across projects.


What will you be doing?


This role leads the development of project cost estimation processes, systems and tools to ensure that Sydney Water is able to access market competitive costing across a significant capital works portfolio.

The role leads innovative research and analysis of market data, working closely with suppliers and to provide a high level of cost assurance to Sydney Water.


You will:

  • Be responsible for the daytoday portfolio cost estimating and budgeting and interface controls processes and supporting the performance of the IP-IMO Portfolio Controls Team reporting to the IP-IMO Portfolio Controls Manager and supporting the c.$1.4bn p/annum SW Infrastructure Portfolio (consisting of multiple programs and standalone projects).
  • Develop, lead and maintain the IP-IMO cost and estimating process and manage improvements. Define the portfolio, program, and control requirements and establish suitable controls procedures, manual and processes to deliver Sydney Water enterprise outcomes and benefits.
  • Establishment of portfolio, program and project baseline cost plans including risk and contingency allocations. Lead the process in cost planning, cost management and change management, by continuously supporting improvement.
  • Ensure the work of the IP-IMO cost team is controlled, supported, and reported to achieve the specified standards of SW and its stakeholders. Inform IP IMO and Management Teams, for any issues that could potentially impact cost projections and overall performance.
  • Prepare the monthly financial performance monitoring and reporting for the IP-IMO, variance analysis, advising Program Managers on financial risks and resolutions.
  • Working with Program Managers to monitor budget utilisation, project lifecycle analysis and forecasting functions. Support input into Portfolio & Program regulatory submissions and annual Capital Investment Plan.
  • Production of risk assessed detailed financial forecasts at program cost code level.
  • Profile cost forecasts across the full lifecycle of programs into planned monthly cashflows.

Who are we looking for?

Experience:


  • 10+ years' experience in project cost estimating, project management and/or project scheduling.
  • Demonstrated experience in delivering high quality costs estimation across the project lifecycle for high complexity, high risk projects.
  • Demonstrated experience in the development, implementation and management of estimating systems and databases.

Skills:


  • Proven business acumen and planning skills in project management and estimating.
  • Proven ability to manage a team of technical specialists and professional staff.
  • Demonstrated ability to assess needs, evaluate systems, create processes, and develop standardised systems.
  • Strong conceptual, intellectual, and strategic ability, capable of clear innovative thought processes and solutions to complex issues
  • Excellent analytical and problemsolving skills coupled with an understanding of market factors and stakeholder expectations.
