About the role:


The IT Change Manager position is a Melbourne CBD based role within the Service Transition team and reports to the Manager - Service Transition.

In this role you will be responsible for ensuring that all IT Changes are carefully assessed and managed, collaborating and coordinating across various stakeholders to ensure customer expectations are met, and information needs of decision makers are achieved, whilst enhancing our reputation, delivering value, innovating, and ensuring the supportability and reliability of the services.

This role is truly challenging, requiring resilience, flexibility, and responsiveness.

You will identify improvement opportunities and drive improvement initiatives to logical conclusion in coordination with relevant stakeholder while working closely with various stakeholders internal and external, across a number of technologies in a multi-vendor environment.

Additionally, you will be responsible for maintenance and uplift of the relevant process documentation.

The role sits within the Service Integration and Management team of Victoria Police's Information, Communication & Digital Technology (ICDT) Division.

ICDT exists to deliver the Technology Products and Services that Victoria Police rely on all day, every day.

Your duties will include:


  • Manage the IT Change function for Victoria Police, ensuring a standard process for the efficient and effective delivery of IT changes to the Victoria Police environment with minimum impact.
  • Provide authoritative advice and guidance on Victorian government and Victoria Police Change practice, specialist instructions and process.
  • Ensure the Change Management process and transactions are in sync with related ITSM processes (Incidents/Service Requests/Problem, etc.) and other processes (Transition Planning and Support, Project Mgmt, etc), where relevant.
  • Manage and coordinate all IT changes utilising the VP Change Management Specialist Instructions and process
  • Assess the technical and business Risk and Impact, change readiness, identify key stakeholders and drive the endtoend change process as directed by the organisation.
  • Drive the Technical and Impact Assessment (TIM) and Change Advisory Board (CAB) meetings.
  • Ensure meeting Agenda and Minutes are updated, stored as identified and shared with stakeholders after every meeting.
  • Identify, analyse, distribute and maintain Change management related communications e.g., outage communication (internal or external or inwards or outwards), etc.
  • Measure success metrics, monitor change progress and report periodically.
  • Provide Monthly reporting and weekly statistics to management as required.
  • Work with various vendor organisations and internal change owners to maintain and sustain ICT services.
  • Establish and maintain a strong effective working relationship with key stakeholders ensuring ICT change practice remains robust and value added.
  • Provide support in closing audit recommendations as identified by internal or external audit teams.
  • Lead and drive allocated process improvement initiatives and bring in operational efficiency/stability.

As the successful applicant, you will have:

  • 8-10 years of IT Change Management experience in a multi-vendor, large scale organisation.
  • Strong time management, prioritisation and organisation skills.
  • A positive, serviceoriented attitude with excellent follow through on issues and foresee potential challenges and proactively propose resolution options.
  • Highly developed interpersonal and communication skills and ability to build, manage and maintain relationships with a diverse range of internal and external stakeholders.
  • Prior relevant experience in ServiceNow.
  • ITIL V3 or ITIL4 Foundation certification at a minimum.
  • A tertiary qualification in a relevant discipline such as Information Technology or business is highly desirable.

Requirements and relevant information:


  • One (1) x fulltime, ongoing position available.
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
