Clough, as part of a joint venture, is delivering Perdaman Industries' urea plant, a landmark project for Western Australia.

The plant will be the largest in Australia and one of the largest in the world, installing the most sustainable production processes.

The project is expected to generate 2,000 jobs during the construction phase, whilst delivering sustained benefits to the local community through career, training and business opportunities.


We are looking for an experienced Human Resources Manager who can lead the project HR team in designing and executing the HR framework, that will enable the project to achieve its goals on a major engineering and construction project.


This role will initially be based in Perth, CBD and will move to a FIFO arrangement as the project mobilises to site.

As the HR Manager for the project, you will:

  • Lead and develop the HR team that delivers effective outcomes in HR, employee relations, recruitment and training.
  • Provide strategic and operational advice on HR best practice, policy and procedures in line with company standards and relevant laws and regulations.
  • Work with Group IT to determine and implement HR system requirements for the project.
  • Develop and implement a streamlined and effective onboarding process.
  • Support and deploy corporate policies and initiatives across the project.
  • Manage performance appraisal and remuneration reviews on the project.
  • Collaborate with the corporate HR and ER team to address issues with a synergistic approach.

What you will bring to the team:

  • Tertiary qualifications in Human Resources or related field.
  • Previous experience leading large construction projects and working in a project environment.
  • Applied knowledge and experience across relevant employee and industrial relations legislation.
  • Demonstrated experience partnering with key stakeholders to create and support delivery of People plans and objectives.
  • Proven ability to form effective relationships and provide trusted advice to senior management within Corporate and Project settings.
  • Experience or a sound understanding of the complexities of working in a Joint Venture environment.
  • Demonstrated sound leadership capabilities and an ability to manage competing priorities effectively.
