As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of role


The Security Management team sits within the Governance and Reporting branch which is responsible for establishing and administering several assurance functions for the department and delivering support to the Minister, Commissioner and QFES senior executives in meeting statutory and whole-of-government requirements.

Specifically, the Security Management team focusses on the protective security of QFES' personnel, assets and information and is responsible for ensuring QFES meets its obligations under the Queensland Protective Security Framework (QPSF).


Reporting to the Director, Governance and Reporting, you will be responsible for managing and establishing the QFES's protective security risk management policy, processes and plans in line with the QPSF and contemporary risk-based protective security standards.

You will work closely with key internal and external stakeholders, particularly focusing on protective security principals and governance to ensure QFES' personnel, assets and information are secure and protected.

Key requirements

Highly desirable requirements

  • Hold a Certificate IV in Government Security (Security Risk Assessments) or equivalent qualification.
  • Knowledge and experience in Security Risk Assessments (SRA's) based on AS ISO 31000 Risk Management Guidelines.
Your key accountabilities

Your part in the ongoing success of our department, in providing frontline services will see you responsible for a variety of work, including, but not limited to:

  • Manage the planning and business aspects in the delivery of protective security across QFES in the protection of QFES personnel, assets and information.
  • Manage the development and review of operational policy, systems and procedures relevant to riskbased protective security standards to ensure QFES meet its obligation under the QPSF.
  • Provide expert advice to senior executives, and internal and external stakeholders in relation to protective security and risk assessments, and provide recommendation for the protection of QFES critical sites and assets.
  • Lead and oversee security clearances across QFES and liaise with law enforcement and national vetting agencies in providing concise and accurate information to QFES personnel and senior executives to ensure governance and compliance meet national security requirements.
  • Prepare and review complex reports, briefs, submissions and correspondence relevant to protective security initiatives and incidents, in accordance with department requirements.
  • Consult, liaise and negotiate with a diversity of stakeholders and represent QFES at forums and committees relating security management to build awareness and meet agreed outcomes.
  • Mentor and lead key stakeholders, volunteers and QFES personnel through change management activities associated with QFES protective security measures, including meeting procedural requirements in line with the framework.
  • Provide leadership, fostering positive teamwork and assisting in the ongoing development of staff through performance, planning and review.
