The HSW Operations team is responsible for the consistent implementation of HSW systems, strategy and standards across all groups and divisions.

The operational team are the 'boots on the ground' who play a pivotal role in enabling the department to have a unified approach to implementing HSW by providing oversight, guidance, and support to front-line HSW staff and managers.

The Assistant Director is responsible for leading a regional operations team that provides HSW support and services across the department to assist and embed sound and consistent HSW practices.

The HSW Assistant Director Operations reports directly to the HSW Director Operations.

They are required to proactively collaborate and partner with internal and external stakeholders to deliver HSW advice and built professional relationships.

They are also required to work as part of the leadership team to develop, implement and evaluate risk management policies and programs, train employees in workplace health and safety procedures, monitor and audit the workplace, and record and investigate incidents to ensure safe working conditions.


HSW Assistant Operations position leads a team of diverse skill-sets and backgrounds, and is required to coach, and mentor employees to effectively meet objectives and goals of the organisation.

Responsibilities include, but are not limited to:

  • Lead and manage a WHS team.
  • Provide timely advice and technical expertise and engage with managers, supervisors and employees to build capability and enable sustained and continual improvements in WHS.
  • Provide timely advice, expertise and consultancy to Executives, Senior Management and Supervisors and build the capability of the business to ensure sustained and continual improvement in WHS and injury management.
  • Manage the reporting and investigation of incidents including leading serious incident investigation with sections to ensure appropriate analysis and effective mitigation/prevention of their recurrence.
  • Undertake risk management activities and monitor and analyse WHS data to identify trends, merging issues and improvement opportunities and report on WHS performance on a quarterly and annual basis.
  • Prepare complex and/or sensitive correspondence, corporate documents, reports, submissions, proposal papers and notes.
  • Lead, coach and manage the APS 6 Senior HSW Advisors and APS 5 HSW Advisors to produce quality outcomes.
  • Advise on and contribute to the development of WHS policies, procedures, guidelines, technical capability and training.
  • Identify, establish and enhance client/customer relationships and internal/external stakeholder relationships to obtain information and ensure alignment with organisational priorities, promoting own agency's objectives and facilitating crossagency planning to achieve operational outcomes.

Knowledge and experience

  • At least 57 year's experience in a comparable role, with experience leading others.
  • Experience in promoting advances in safety culture and safety systems.
  • A good understanding of WHS technical / risk management.
  • Communicate efficiently and effectively about HSW risks, frameworks, policies, and procedures to employees of diverse skill sets, language and cultural backgrounds.
  • Manage stakeholders and building and maintain effective workplace relationships.
  • Adapt and work flexibly and effectively in times of uncertainty or major change.
  • Influence, negotiate and provide trusted advice on HSW operations, systems and processes.
  • Communicate HSW performance data throughout the organisation, identifying trends and providing insights for a range of audiences.
  • Understand and communicate priorities, monitor progress, anticipate potential changes and drive delivery of HSW programs.
  • Identify innovative HSW solutions and support their implementation.
  • Consider a diverse range of stakeholder needs, accounting for the broad range of operational and cultural contexts in which the department and its people operate with sensitivity and appropriate care.
  • Develop and maintain key strategic relationships to ensure HSW objectives are achieved.
  • Foster a mindset of continuous improvement within yourself and those you lead, undertaking professional development and training as needed.

Mandatory qualifications

  • Certificate IV in WHS (BSB42012/BSB41415)/OHS (BSB41407/BSB41604) or equivalent relevant to the position.
