The Role

The Team Leader is responsible for leading the Melbourne team through fraud investigations and tactical operations of Early Childhood and Child Care programs and funding.

The Team Leader is responsible for implementing the FITO's contribution to Financial Integrity Branch strategy which includes managing investigations, referring quality briefs of evidence to the Commonwealth Director of Public Prosecutions, maximising general deterrence against fraud, and measuring the outcome of the team's effectiveness.


Reporting to the Director, Fraud Investigations and Tactical Operations (FITO), the Team Leader is responsible for leading the Melbourne child care FITO team.

FITO operates teams in Perth, Canberra, Sydney, and Melbourne. This role is team based and this position is specific to Melbourne and the Melbourne team.


Duties and Responsibilities
Responsibilities of the Executive Level 1, Team Leader may include:

  • Understand and implement the strategic direction of the section.
  • Drive quality and timely performance of team members through the investigation process.
  • Undertake and manage high quality, professional investigations into allegations of fraud against Early Childhood and Child Care programs and funding.
  • Model and hold others accountable to a high level of professional integrity expected of a member of the Financial Integrity Branch.
  • Deliver value and service to clients and stakeholders by identifying risks and opportunities for business improvement (when noncompliant behaviour is identified by fraud investigations work) and providing feedback and advice to stakeholders.
  • Ensure case management system records are up to date, compliant and support monthly reporting that is required to the Executive and on outcomes and expenditure.
  • Build and sustain effective working relations with internal and external stakeholders and represent the Department of Education in external forums.
  • Convey a positive and professional image and model the expected behaviours of the APS Values and Code of Conduct and providing support to deliver the Departmental and Government priorities.

Qualifications and Education

  • Have (or be able to acquire) a Diploma in Government Investigations or equivalent.

Capabilities
We are seeking individuals with the following skills and capabilities:

  • Qualifications and/or extensive experience in fraud investigations, risk identification and management and project/operations management.
  • Ability to work collaboratively with internal and external stakeholders.
  • Capacity to engage with complex issues and display sound judgement and interpersonal skills.
  • Strong strategic, conceptual, analytical, and verbal/written communication skills.
  • Ability to manage a diverse, multidisciplinary team and geographically dispersed team in a dynamic, complex and changing environment.
This position is based in the Melbourne CBD. Some interstate travel required at times.

The department supports flexible work options such as work from home and other flexibility opportunities.

This position does require some office base work as some tasks, such as exhibit review and management can only be performed from the office, however flexible approaches are available.
