The Department of Government Services (DGS) was established on 1 January 2023 to bring important day-to-day services together in one department to make it easy and seamless for Victorians and businesses to interact with government.

We're working to connect and digitise our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

Government Procurement


The Government Procurement Group provides:

  • Whole of government procurement solutions to achieve best value for the Victorian Government
  • Whole of government policy development and implementation of the State's Intellectual Property requirements
  • Procurement policy leadership supporting the Victorian Government Purchasing Board (VGPB)
  • Management of the Standard Motor Vehicle Policy, VicFleet operations and the finance lease facility for government departments and agencies; and
  • DTF corporate procurement operations and support
VicFleet


VicFleet is a business unit within the Government Procurement team and provides services to mandated General Government departments and agencies, including: vehicle purchasing; finance leasing; insurance; registration; and vehicle disposal.


VicFleet is responsible for:

  • The provision of advice to the Minister for Government Services on fleet policy and emerging issues
  • Identifying and delivering fleet management strategies to improve utilisation of the Government's fleet
  • Management and provision of the Whole of Victorian Government (WoVG) finance leasing facility including: purchasing, registration, insurance and disposal
  • Operational management of major contracts including the Motor Vehicle State Purchase Contract (SPC) and the Motor Vehicle Disposals SPC
  • Provision of fleet management services
  • Zero Emissions Vehicle (ZEV) program including infrastructure rollout, communications and stakeholder engagement.
VicFleet plays a key role in contributing to the planning and delivery of the ZEV program.

About the role

  • This is a 12month Fixed Term VPS4 vacancy._
The Victorian Government is taking action to transition to net zero emission by 2050.

To deliver on these budget initiatives, VicFleet is seeking an experienced Fleet Manager to provide services to a range of clients, including Ministers of Parliament and executives.

Key Accountabilities

  • Provide timely customer centric fleet management services for Ministers of Parliament and DGS executive clients.
  • Administer fleet management arrangements, including quoting, ordering, arranging maintenance and rectification of damage, payment of invoices and disposal.
  • Provide support and advice to clients on all aspects of vehicle selection, purchase and maintenance to ensure compliance with agreed service levels and adherence to relevant policies.
  • Maintain effective liaison with a range of client groups including executive officers, departmental staff, representatives of the motor vehicle industry and contractors.
  • Collaborate with the VicFleet team to deliver the required outcomes for fleet decarbonisation and optimisation and provide general support to the wider Government Procurement team

About you
To be considered for the role, you must be able to demonstrate:

  • Experience in fleet operational management with an ability to deliver excellent customer focused outcomes whilst balancing commitments to internal policies, business improvement and efficiencies.
  • Excellent relationship building and interpersonal skills and ability to work productively, respectfully and sensitively with a diverse range of internal and external stakeholders.
  • Highly developed communication skills including presenting quality information to a range of audiences and stakeholders.
  • Strong negotiating and influencing skills with a proven track record in managing complex issues involving a broad range of stakeholders with different priorities and issues.
  • Welldeveloped organisational skills and ability to set priorities, manage tasks under pressure and within tight timeframes.
Experience and Qualifications

  • Significant fleet operational management expertise and vehicle knowledge in a government context.
  • Exceptional communication skills
