The Role

As the leader of the Transformation Management Office you will work with considerable independence and be accountable to perform and achieve very complex management work within an integrated workforce.

You will have extensive knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policies requirements, including but not limited to the Defence Benefits Realisation Framework and the Defence Change Management Framework.


You will need to have highly developed stakeholder management skills and be expected to engage with senior leaders in the organisation on a frequent basis.

Your ability to influence and persuade will be critical in building cross functional teams to help deliver group wide strategic change.

You will be the link between the DSTG senior leadership and broader workforce and be responsible for driving strategic reform and providing assurance to senior leaders that it's on track.


The EL 2 Transformation Management Leader will have extensive knowledge relating to the methodology, systems and procedures within the Transformation Management function and have the ability to translate this into action.

With strong leadership, innovation and a collaborative mindset, you will:

  • Establish and lead a transformation portfolio reporting function, providing transparency and confidence that all initiatives remain on track to be delivered within time, quality and cost expectations and agreed scope.
  • Lead the development of high value initiatives which contain robust business cases, benefits identification and value proposition to support and substantiate their existence.
  • Be DSTG's Transformation Champion; positively communicating the aims of the transformation, working closely with your team to ensure high quality outcomes by providing the necessary direction, mentoring and coaching.
  • Provide a strategic level of specialist, professional and technical expertise, potentially relating to the work of different function areas.
  • Initiate, establish and maintain strong relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes.


This position has people management responsibility and as such you will be required to exercise your people management skills and knowledge to lead a high performing and cohesive team.

About our Team


Within the Science Strategic Planning & Engagement Division, we need a dynamic and dedicated Transformation Management Office Leader who can help realise the full potential of our award-winning scientist's work by managing our organisation transformation and change initiatives.

You will be working with a diverse range of people across many specialist areas, and you will need to know how to engage effectively using a range of media channels.


The Transformation Management Office (TMO) is a dedicated team of four staff which facilitates the implementation of initiatives and work packages, whilst mitigating risks, managing issues, governing transition, monitoring and tracking progress, synthesising and reporting, and taking a lead role on change management and communications, as directed by Chief Defence Scientist (CDS) and the DSTG Leadership Team (DLT) strategic direction and priorities.

The TMO will also act as a bridge between strategy and operations.

It will report and escalate risks to the TMO leader (Chief SSPE) and DSTG Management Team (DMT) when relevant while being responsive to DSTG leadership and sponsored by CDS.

The TMO oversees all aspects of detailed design and implementation, execution and delivery of structured changes to the Group.

We are looking for someone who has:

  • Proven experience in transformation program delivery or organisation wide change programs including developing and utilising tools and methods.
  • Demonstrated experience partnering with Executive roles (in the context of DSTG, Chief Defence Scientist and the DSTG Management Team) and their direct reports to deliver and account for their priority transformation initiatives, translating strategy and priority into meaningful action.
  • Demonstrated experience in identifying risks and issues and proposing mitigating actions.
  • A track record of delivering crossfunctional transformation programs is essential.
  • Exceptional stakeholder management and client relationship skills.
  • Well developed, efficient and effective time management skills with the ability to prioritise multiple pieces of work according to the importance.
