The Role:


The Team Leader, Building Policy and Programs is required to lead a team that undertakes specialist analysis, processes, and procedures pertaining to the built environment.

The Building Policy and Programs team provides expert advice and support to the Director of Building and PLUS. It also ensures a high level of customer service to clients.

The Team Leader is responsible for implementing process improvements and where possible efficiency gains to the overall functioning of the Building, Policy and Programs team.


This team provides expert advice pertaining to the PDI Act 2016, and PDI General Regulations 2017, PDI Accredited Professional Regulations 2019 and the National Construction Code Volume One and Two (Building Code of Australia).

The role requires a high-level of knowledge of the relevant Acts and legislation.

The role also undertakes tasks on a range of projects and programs that develop and implement building-related policies for the Government.


About You:

To be successful in this position, you must be able to demonstrate experience across the following key capabilities:

  • Team Leadership
  • High level written and oral communication skills.
  • Knowledge of the National and Statebased statutory instruments that form part of the Building Rules in SA. This is primarily the Planning Development and Infrastructure (PDI) Act 2016, and PDI General Regulations 2017, and the National Construction Code (NCC 2019 and NCC 2022).
  • Ability to interpret, review and implement policy, legislation and regulations.
  • Experience working in a politically sensitive environment.
  • Delivers customer focused and strategically aligned services and practices using effective verbal and written communication to successfully engage stakeholders and negotiate complex matters.
  • Engages high level analytical and research skills to evaluate complex information, provide expert advice, understand social, economic and commercial factors, manage competing priorities, meet deadlines and write concise reports with recommendations.
  • Significant experience in successfully developing, implementing, evaluating and improving programs, projects, systems, policies and/or services requiring the efficient utilisation of resources and the performance management and development of staff.
  • Demonstrated ability to act with urgency, accept and expect responsibility, successfully implement change and risk management initiatives and complex solutions within span of assigned functions.
  • Proven ability to work under broad direction, independently or as part of a team, identify performance outcomes, plan and coordinate activities, set priorities, achieve objectives within deadlines and make timely and wellinformed decisions.
  • Demonstrated ability to communicate effectively, succinctly and accurately, in writing and verbally, to people at all levels in a professional and tactful manner including successfully negotiate and resolve conflict with staff and stakeholders.

Technical Expertise (Desirable):


  • Experience in working in a government business environment.
  • Experience working in a related role undertaking policy development, strategic planning and/or development assessment.

Special Conditions

  • Successful applicants may be required to obtain a satisfactory Department of Human Services Criminal History Check or National Police Check prior to employment. A renewal will be required every 3 years.
  • Current driver's licence.
  • May be required to work out of normal hours from time to time.

Remuneration:
ASO7 - $106,512 to $115,137
